AN ACT 1 Amending Title 18 (Crimes and Offenses) of the Pennsylvania 2 Consolidated Statutes, further providing for cruelty to 3 animals. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Section 5511(q) of Title 18 of the Pennsylvania 7 Consolidated Statutes is amended by adding definitions and the 8 section is amended by adding a subsection to read: 9 § 5511. Cruelty to animals. 10 * * * 11 (c.1) Use of live animals or fowl for targets at trap shoot 12 or block shoot prohibited.-- 13 (1) A person commits a summary offense if that person 14 willfully organizes, operates, conducts or is a participant 15 in any trap shoot or block shoot in which live animals or
1 fowl are used as targets. 2 (2) Nothing in this subsection shall be construed to 3 apply to any activity which is authorized or permitted under 4 34 Pa.C.S. (relating to game). 5 * * * 6 (q) Definitions.--As used in this section, the following 7 words and phrases shall have the meanings given to them in this 8 subsection: 9 * * * 10 "Fowl." Any avis. 11 * * * 12 "Participant." Any individual who actively engages in any 13 manner in the use of live animals or fowl as targets in a trap 14 shoot or block shoot. The term does not include a spectator or 15 other individual who may happen to be present and who does not 16 engage in any activity prohibited by this section. 17 * * * 18 "Trap shoot or block shoot." An event during which 19 participants shoot or attempt to shoot targets that are: 20 (1) launched or otherwise presented to the shooter with 21 electronic or mechanical assistance from a fixed location or 22 locations within a predefined shooting field; or 23 (2) affixed to a rope, chain or other tethering device 24 when presented to the shooter. 25 * * * 26 Section 2.
