AN ACT
1 Providing for public access to government contracts.
2 The General Assembly of the Commonwealth of Pennsylvania
3 hereby enacts as follows:
4 Section 1. Short title.
5 This act shall be known and may be cited as the Public Access
6 to Government Contracts Act.
7 Section 2. Definitions.
8 The following words and phrases when used in this act shall
9 have the meanings given to them in this section unless the
10 context clearly indicates otherwise:
11 "Agency." Any office, department, board or commission of the
12 executive branch of the Commonwealth; any political subdivision
13 of the Commonwealth; the Pennsylvania Turnpike Commission; the
14 State System of Higher Education; or any State or municipal
15 authority or similar organization created by or pursuant to a
16 statute which declares in substance that the organization
17 performs or has for its purpose the performance of an essential
1 governmental function.
2 Section 3. Contracts.
3 (a) Status.--A contract between an agency and a private
4 party to provide goods or services shall be a public record
5 under the act of June 21, 1957 (P.L.390, No.212), referred to as
6 the Right-to-Know Law.
7 (b) Access.--Public access to a contract under subsection
8 (a) shall be provided under the Right-to-Know Law.
9 Section 20. Effective date.
10 This act shall take effect in 60 days.
