AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, providing for the regulated use of bioptic
3 telescopic lens systems.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Title 75 of the Pennsylvania Consolidated
7 Statutes is amended by adding a section to read:
8 § 1517.1. Bioptic telescopic lens system usage.
9 (a) General rule.--The department shall issue regulations
10 that allow for the restricted licensing of drivers with low
11 vision, including the use of a bioptic telescopic lens system.
12 (b) Definitions.--As used in this section, the following
13 words and phrases shall have the meanings given to them in this
14 subsection:
15 "Bioptic telescopic lens system." A two-focus optical system
16 used to magnify distant objects by including a small telescope
17 that is mounted in a spectacle lens in a manner to allow an
18 unobstructed view of the horizontal visual field through a
1 person's normal distance corrective lens.
2 "Low vision." The condition of having a corrected visual
3 acuity in the best eye equivalent to 20/200 or better and a
4 visual field of 120 degrees horizontally and 80 degrees
5 vertically, but insufficient to meet the minimum visual acuity
6 standards set forth by the Department of Transportation to
7 obtain a restricted license without the use of a bioptic
8 telescopic lens system.
9 Section 2. This act shall take effect in 60 days.
