        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           FEBRUARY 13, 2006

                                  A RESOLUTION

     1  Designating the month of April 2006 as "Pennsylvania Donate Life
     2     Month."

     3     WHEREAS, Organ and tissue transplantation has been recognized
     4  as a corrective and lifesaving medical procedure; and
     5     WHEREAS, This Commonwealth has 16 transplant centers and is
     6  recognized as a world leader in organ and tissue
     7  transplantation; and
     8     WHEREAS, It is estimated that more than 90,000 people,
     9  including more than 6,500 Pennsylvanians, are waiting for life-
    10  saving organ transplants; and
    11     WHEREAS, Approximately 17 people die per day in the United


     1  States while waiting for organ transplants; and
     2     WHEREAS, State law enables citizens to donate their organs
     3  and tissues through written statements and also allows relatives
     4  to consent to the donation of organs and tissues of a deceased
     5  family member; and
     6     WHEREAS, A vital component of the continuation and
     7  advancement of organ transplantation is the recovery of donor
     8  organs and tissues; and
     9     WHEREAS, Improved surgical techniques and drugs to offset
    10  rejection of organs have resulted in a high success rate; and
    11     WHEREAS, The number of people in need of transplants far
    12  exceeds the number of organs and the amount of tissue available;
    13  therefore be it
    14     RESOLVED, That the House of Representatives designate the
    15  month of April 2006 as "Pennsylvania Donate Life Month"; and be
    16  it further
    17     RESOLVED, That the House of Representatives encourage all
    18  Pennsylvanians to designate themselves as an organ and tissue
    19  donor on their driver's license or State identification card and
    20  discuss this decision with family members and friends.
