A RESOLUTION 1 Urging the President and Congress of the United States to 2 reconsider the provision of law requiring applicants for 3 hunting and fishing licenses to provide their Social Security 4 numbers and urging the United States Department of Health and 5 Human Services Administration for Children and Families to 6 grant an exception to the Pennsylvania Department of Public 7 Welfare for the current requirement that recreational license 8 buyers in the Commonwealth of Pennsylvania provide their 9 Social Security numbers. 10 WHEREAS, Statutory requirements that applications for 11 recreational licenses must include individuals' Social Security 12 numbers were enacted by the Congress of the United States in 13 1997 as part of the Balanced Budget Act (Public Law 105-33, 111 14 Stat. 251); and 15 WHEREAS, Criminal identity theft and threats to the personal
1 and financial privacy and security of Pennsylvanians are on the 2 rise; and 3 WHEREAS, Procedures for the collection of Social Security 4 numbers now in use by licensing agents of the Pennsylvania Game 5 Commission and the Pennsylvania Fish and Boat Commission 6 necessitates storage of vital information in a manner which may 7 jeopardize its confidentiality; and 8 WHEREAS, Criticism of the procedures used to gather and 9 safeguard Social Security numbers of applicants has grown 10 steadily, in some cases resulting in applicants simply foregoing 11 the purchase of a license rather than submitting vital personal 12 and financial data to the archaic system now in use by both 13 commissions; and 14 WHEREAS, Violations in child support payments cannot be 15 effectively identified through the current license application 16 practices of either commission due to technological limitations 17 of the agencies, making the gathering of applicants' Social 18 Security numbers pointless; therefore be it 19 RESOLVED, That the House of Representatives of the 20 Commonwealth of Pennsylvania urge the President and Congress of 21 the United States to reconsider the provision of law requiring 22 applicants for hunting and fishing licenses to provide their 23 Social Security numbers and urge the United States Department of 24 Health and Human Services Administration for Children and 25 Families to grant an exception to the Pennsylvania Department of 26 Public Welfare for the current requirement that recreational 27 license buyers in the Commonwealth of Pennsylvania provide their 28 Social Security numbers; and be it further 29 RESOLVED, That copies of this resolution be transmitted to 30 the President of the United States, to presiding officers of 20050H0429R2679 - 2 -
