        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JUNE 26, 2003

                                  A RESOLUTION

     1  Designating the week of September 21 through 27, 2003, as "Voter
     2     Awareness Week" in Pennsylvania.

     3     WHEREAS, The cornerstone of a democracy is an educated,
     4  informed and participatory electorate; and
     5     WHEREAS, Voting is the voluntary act of an individual
     6  expressing his or her belief in a representative democracy; and
     7     WHEREAS, The right to vote is perhaps the most basic and
     8  fundamental of all the rights guaranteed by our democratic form
     9  of government; and
    10     WHEREAS, The Pennsylvania Voter Hall of Fame was established
    11  to acknowledge and honor citizens of this Commonwealth who have


     1  demonstrated a commitment to democracy by voting in every
     2  November election for at least 50 consecutive years; and
     3     WHEREAS, The Pennsylvania Vote With a Vet Program was
     4  established to encourage voter participation among our high
     5  school youths of voting age and to teach them about the
     6  sacrifices our veterans have made; and
     7     WHEREAS, Voter awareness leads to a healthy democracy in
     8  which citizens have the information and skills to participate
     9  effectively in all aspects of civic life; and
    10     WHEREAS, Voter awareness campaigns and get-out-the-vote
    11  efforts emphasize the importance of voting and registering to
    12  vote; therefore be it
    13     RESOLVED, That the House of Representatives designate the
    14  week of September 21 through 27, 2003, as "Voter Awareness Week"
    15  in Pennsylvania.
