        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 8, 2003

                                  A RESOLUTION

     1  Designating the month of April 2003 as "Pennsylvania Organ and
     2     Tissue Donor Awareness Month."

     3     WHEREAS, Organ and tissue transplantation has been recognized
     4  as a corrective and lifesaving medical procedure; and
     5     WHEREAS, This Commonwealth has 16 transplant centers and is
     6  recognized as a world leader in organ and tissue
     7  transplantation; and
     8     WHEREAS, It is estimated that more than 80,000 people are
     9  waiting for organ transplants in the United States; and
    10     WHEREAS, Approximately 16 people die per day in the United
    11  States while waiting for organ transplants; and
    12     WHEREAS, State law enables citizens to donate their organs

     1  and tissues through written statements and also allows relatives
     2  to consent to the donation of organs and tissues of a deceased
     3  family member; and
     4     WHEREAS, A vital component of the continuation and
     5  advancement of organ transplantation is the retrieval of donor
     6  organs and tissues; and
     7     WHEREAS, Improved surgical techniques and drugs to offset
     8  rejection of organs have resulted in a high success rate; and
     9     WHEREAS, The number of people in need of transplants far
    10  exceeds the number of organs and the amount of tissue available;
    11  therefore be it
    12     RESOLVED, That the House of Representatives designate the
    13  month of April 2003 as "Pennsylvania Organ and Tissue Donor
    14  Awareness Month"; and be it further
    15     RESOLVED, That the House of Representatives encourage all
    16  Pennsylvanians to carry donor cards or designate themselves as
    17  an organ and tissue donor on their driver's license and discuss
    18  this decision with family members and friends.
