AN ACT
1 Amending the act of May 17, 1921 (P.L.682, No.284), entitled "An
2 act relating to insurance; amending, revising, and
3 consolidating the law providing for the incorporation of
4 insurance companies, and the regulation, supervision, and
5 protection of home and foreign insurance companies, Lloyds
6 associations, reciprocal and inter-insurance exchanges, and
7 fire insurance rating bureaus, and the regulation and
8 supervision of insurance carried by such companies,
9 associations, and exchanges, including insurance carried by
10 the State Workmen's Insurance Fund; providing penalties; and
11 repealing existing laws," mandating health insurance coverage
12 for stump socks.
13 The General Assembly of the Commonwealth of Pennsylvania
14 hereby enacts as follows:
15 Section 1. The act of May 17, 1921 (P.L.682, No.284), known
16 as The Insurance Company Law of 1921, is amended by adding a
17 section to read:
18 Section 635.2. Reimbursement for Stump Sock.--(a) Except to
19 the extent already covered under another policy, any individual
20 or group health, sickness and accident insurance policy, group
21 health insurance plans/policies, and all other forms of
1 managed/capitated care plans/policies or subscriber contract or
2 certificate issued by any entity subject to 40 Pa.C.S. Ch. 61
3 (relating to hospital plan corporations) or 63 (relating to
4 professional health services plan corporations) or the act of
5 December 29, 1972 (P.L.1701, No.364), known as the "Health
6 Maintenance Organization Act," or this act providing hospital or
7 medical/surgical coverage shall provide coverage for a socket
8 liner and a stump sock to be worn over the residual limb as
9 deemed medically necessary for a person who is an amputee with
10 an artificial limb.
11 (b) Definitions.--As used in this section, the following
12 words and phrases shall have the meanings given to them in this
13 subsection:
14 "Residual limb" means the portion of the limb remaining after
15 amputation, sometimes referred to as a stump.
16 "Socket liner" means an inner socket liner of soft foam,
17 rubber, leather or silicone material which cushions the residual
18 limb.
19 "Stump sock" means a wool or cotton sock worn over a residual
20 limb to provide a cushion.
21 Section 2. This act shall take effect in 60 days.
