AN ACT 1 Conferring limited residency status on certain out-of-State 2 residents who make a commitment to teach in Pennsylvania. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. Tuition rates. 6 (a) General rule.--The term "resident" or "residency," or 7 any other term or expression used to designate a Commonwealth 8 resident student, when used to determine the rate of tuition to 9 be charged students attending community colleges, State-related 10 and State-owned institutions of higher learning shall be 11 construed to mean and include any student who is an out-of-State 12 resident studying to become a teacher and who makes a commitment 13 to teach in a school located in this Commonwealth upon 14 graduation. Such students who are admitted to a community 15 college or a State-related or State-owned institution shall be 16 charged resident tuition rates during one year of school for 17 each two years the student commits to teach in Pennsylvania.
1 (b) Definitions.--As used in this act, the following words 2 and phrases shall have the meanings given them in this 3 subsection: 4 "Community colleges." Institutions now or hereafter created 5 pursuant to Article XIX-A of the act of March 10, 1949 (P.L.30, 6 No.14), known as the Public School Code of 1949, or the act of 7 August 24, 1963 (P.L.1132, No.484), known as the Community 8 College Act of 1963. 9 "State-owned institutions." Those institutions which are 10 part of the State System of Higher Education pursuant to Article 11 XX-A of the act of March 10, 1949 (P.L.30, No.14), known as the 12 Public School Code of 1949. 13 "State-related institutions." The Pennsylvania State 14 University, the University of Pittsburgh, Temple University and 15 Lincoln University and their branch campuses. 16 Section 2.
