AN ACT 1 Amending the act of March 7, 1901 (P.L.20, No.14), entitled "An 2 act for the government of cities of the second class," 3 further providing for tax levy authority. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby enacts as follows: 6 Section 1. Section 3 of Article XIX of the act of March 7, 7 1901 (P.L.20, No.14), referred to as the Second Class City Law, 8 is amended by adding a clause to read: 9 Section 3. Every city of the second class, in its corporate 10 capacity, is authorized and empowered to enact ordinances for 11 the following purposes, in addition to the other powers granted 12 by this act: 13 * * * 14 II A. To levy an annual tax not exceeding three mills to 15 support a police department which serves the city solely, to 16 support the city's participation in a regional police 17 department, or to pay for the purchase of police services for
1 the city. This clause shall also apply to a city of the second 2 class A. If an annual tax for the purposes specified in this 3 clause is proposed to be set at a level higher than three mills, 4 the question shall be submitted to the voters of the city and 5 the county board of elections shall frame the question in 6 accordance with the election laws of this Commonwealth for 7 submission to the voters of the city. 8 * * * 9 Section 2.
