SENATE RESOLUTION

No. 205 Session of 2002


        INTRODUCED BY BOSCOLA, APRIL 15, 2002

        REFERRED TO INTERGOVERNMENTAL AFFAIRS, APRIL 15, 2002

                            A CONCURRENT RESOLUTION

     1  Urging New Jersey Governor James McGreevey to reverse his
     2     current proposal to tax individuals who live in Pennsylvania,
     3     but work in New Jersey.

     4     WHEREAS, The Commonwealth of Pennsylvania and the State of
     5  New Jersey initiated an agreement 24 years ago that allowed
     6  residents who live in one state and work in the other to only
     7  pay income taxes in their respective state of residence; and
     8     WHEREAS, Interstate cooperation between the Commonwealth of
     9  Pennsylvania and the State of New Jersey is critical to the
    10  well-being of the citizens of both jurisdictions; and
    11     WHEREAS, The Governor of New Jersey wants to discontinue the
    12  24-year-old agreement with Pennsylvania and unfairly tax
    13  Pennsylvania resident who are employed in New Jersey to increase
    14  revenue for the State of New Jersey; and
    15     WHEREAS, The Commonwealth of Pennsylvania and the State of
    16  New Jersey should be promoting policies that benefit the
    17  citizens of both of our respective states; therefore be it
    18     RESOLVED (the House of Representatives concurring), That the

     1  General Assembly of the Commonwealth of Pennsylvania urge the
     2  Governor of New Jersey not to unilaterally rescind the 24-year-
     3  old reciprocal income-tax agreement between the State of New
     4  Jersey and the Commonwealth of Pennsylvania; and be it further
     5     RESOLVED, That a copy of this resolution be transmitted to
     6  the Honorable James McGreevey, the members of the New Jersey
     7  State Legislature and Governor Mark Schweiker.
