A RESOLUTION 1 Memorializing the Congress of the United States to address 2 critical areas in the formulation of economic stimulus 3 legislation and recommending specific provisions for the 4 legislation. 5 WHEREAS, The attack on America of September 11, 2001, was a 6 shock to the Commonwealth of Pennsylvania and the nation; and 7 WHEREAS, There is an ongoing military and multidimensional 8 response to terrorism that is strongly supported throughout this 9 Commonwealth; and 10 WHEREAS, The United States faces the potential of a serious 11 recession, having already lost 50,000 manufacturing jobs in 12 Pennsylvania alone since the beginning of the year, and the 13 September 11, 2001, attack on America may cause the loss of 14 thousands of additional jobs; and 15 WHEREAS, The Congress of the United States has already taken 16 critical action to support affected industries and is proposing 17 additional aid to business; and 18 WHEREAS, The Congress is considering an economic stimulus
1 package; and 2 WHEREAS, The core goal of an economic stimulus package is the 3 stabilization of communities; and 4 WHEREAS, Supporting business to stabilize employment must be 5 a critical part of any economic stimulus package to be adopted 6 by the Congress; and 7 WHEREAS, Support for negatively impacted workers must be 8 included as part of any economic stimulus package to stabilize 9 the economy; and 10 WHEREAS, Supporting state and local governments to avoid or 11 mitigate a lessening of state or local tax revenues is a 12 critical part of any economic stimulus package; and 13 WHEREAS, The economic stimulus package should include the 14 following provisions: extending federally funded unemployment 15 compensation, where needed, by 26 weeks; aiding workers by 16 improving health care access with the Federal Government at 17 least paying 75% of the COBRA health care costs and other health 18 care assistance; aiding workers by fully funding targeted 19 training and worker reemployment programs and taking action to 20 assist with mortgages of personal residences and to stabilize 21 other credit transactions; and 22 WHEREAS, If the Congress does not address the critical areas 23 of economic stimulus, business, workers and state and local 24 government, these costs will have to be borne by state and local 25 governments, workers and business; therefore be it 26 RESOLVED, That the Senate of the Commonwealth of Pennsylvania 27 urge the Congress of the United States to address the critical 28 areas that will create economic stability and allow future 29 growth; and be it further 30 RESOLVED, That copies of this resolution be transmitted to 20010S0137R1549 - 2 -
