        INTRODUCED AND ADOPTED, OCTOBER 2, 2001

                                  A RESOLUTION

     1  Congratulating Governor Thomas J. Ridge on his appointment as
     2     Director of the Office of Homeland Security.

     3     WHEREAS, As a result of the September 11, 2001, terrorist
     4  attacks in New York, Pennsylvania and Virginia, it has become
     5  quite apparent that our nation's security is not what we would
     6  like it to be; and
     7     WHEREAS, With more than 60 different departments, bureaus and
     8  agencies of the Federal Government responsible in some way for
     9  national security, now is the time for a central, coordinating
    10  national security agency; and
    11     WHEREAS, President George W. Bush has decided that our
    12  esteemed Governor, Thomas J. Ridge, is the man to head the
    13  Office of Homeland Security; therefore be it
    14     RESOLVED, That the Senate congratulate Governor Thomas J.
    15  Ridge on his recent appointment as Director of the Office of

     1  Homeland Security and wish him all the best in his assignment.
