SENATE RESOLUTION

No. 113 Session of 2001


        INTRODUCED BY WILLIAMS, HELFRICK, FUMO, MUSTO, TARTAGLIONE,
           KITCHEN, EARLL, BOSCOLA AND ORIE, OCTOBER 1, 2001

        REFERRED TO RULES AND EXECUTIVE NOMINATIONS, OCTOBER 1, 2001

                            A CONCURRENT RESOLUTION

     1  Establishing a task force to study the financial activities of
     2     terrorist and other clandestine organizations and the
     3     financial industry's current practices to protect against
     4     these activities.

     5     WHEREAS, Terrorist organizations and other rogue groups need
     6  to provide financial resources to their members to conduct their
     7  dangerous activities; and
     8     WHEREAS, These groups have engaged in the practice of money
     9  laundering using underground banking systems and have
    10  manipulated the financial systems of many countries to raise
    11  resources; and
    12     WHEREAS, Foreign banks and countries have failed or refused
    13  to cooperate in the investigation and tracking of these
    14  activities; and
    15     WHEREAS, It is vital to the protection of the citizens of
    16  this Commonwealth and our nation that these activities be
    17  determined and halted; therefore be it
    18     RESOLVED (the House of Representatives concurring), That the
    19  General Assembly establish a task force consisting of one member

     1  from the Department of Banking, four members appointed by the
     2  Governor from the banking, financial and securities industries,
     3  one member appointed by the President pro tempore of the Senate,
     4  one member appointed by the Minority Leader of the Senate, one
     5  member appointed by the Speaker of the House of Representatives
     6  and one member appointed by the Minority Leader of the House of
     7  Representatives; and be it further
     8     RESOLVED, That the task force be charged with addressing the
     9  issue of money laundering as well as other financial
    10  manipulation and activities of these groups, focusing on the
    11  current banking, financial and security practices and ways of
    12  improving current practices, including possible legislative
    13  solutions; and be it further
    14     RESOLVED, That the task force report its findings,
    15  recommendations and proposed legislative solutions to the
    16  Secretary of the Senate and the Chief Clerk of the House of
    17  Representatives within 180 days of the adoption of this
    18  resolution.
