A RESOLUTION 1 Calling upon the Governor to renew contract negotiations by 2 entering into binding arbitration and to reward valued 3 Commonwealth employees for their dedicated work. 4 WHEREAS, The UFCW State Store Organizing Committee/PLCB 5 Contract is the only unresolved collective bargaining agreement 6 under the Governor's jurisdiction; and 7 WHEREAS, Nearly 3,000 employees of the Pennsylvania Liquor 8 Control Board who serve as retail clerks have been working under 9 the extension of a collective bargaining agreement that expired 10 on June 30, 1996; and 11 WHEREAS, Nearly three FIVE years of negotiations and attempts <-- 12 to mediate between the Ridge Administration and the retail 13 clerks' collective bargaining representatives have not resulted 14 in a new contract; and 15 WHEREAS, Many PLCB employees have not received a raise in 16 over five SEVEN years and some have lost important health <-- 17 benefits; and
1 WHEREAS, Pennsylvania Liquor Control Board profits for the 2 fiscal year ending June 30, 1999, exceeded $74 million, and 3 total Pennsylvania Liquor Control Board contributions to the 4 General Fund exceeded $273 million; and 5 WHEREAS, Pennsylvania Liquor Control Board profits for the 6 fiscal year ending June 30, 2000, increased by more than $16 7 million to almost $83 million, and total Pennsylvania Liquor 8 Control Board contributions to the General Fund exceeded $290 9 million; and 10 WHEREAS, The compensation and benefits provided to 11 Pennsylvania Liquor Control Board clerks are provided from these 12 contributions, not tax dollars; therefore be it 13 RESOLVED, That Governor Ridge THE GOVERNOR acknowledge the <-- 14 valuable work of the Pennsylvania Liquor Control Board retail 15 clerks in generating income for the Commonwealth of Pennsylvania 16 while maintaining integrity and conformance with the liquor laws 17 of Pennsylvania; and be it further 18 RESOLVED, That Governor Ridge THE GOVERNOR immediately enter <-- 19 into binding arbitration with the collective bargaining 20 representatives of the Pennsylvania Liquor Control Board retail 21 clerks so that an employment contract may be adopted before the <-- 22 end of this fiscal year AS SOON AS POSSIBLE. <-- A8L82RLE/20010S0059R1613 - 2 -
