        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           OCTOBER 8, 2002

                                  A RESOLUTION

     1  Designating the month of October 2002 as "Buy Recycled Month" in
     2     Pennsylvania.

     3     WHEREAS, The average American generates more than 4.3 pounds
     4  of waste which requires disposal each day; and
     5     WHEREAS, Each year Americans deposit 152 million tons of
     6  waste in landfills and incinerators; and
     7     WHEREAS, This rate of use and disposal takes a particularly
     8  heavy toll on irreplaceable natural resources such as minerals
     9  and petroleum; and
    10     WHEREAS, Labels on recycled products facilitate ease in
    11  buying environmentally friendly products and highlight the
    12  benefits of recycling; and
    13     WHEREAS, The recycling industry contributes to the economic
    14  viability of this Commonwealth; therefore be it
    15     RESOLVED, That the House of Representatives designate the

     1  month of October 2002 as "Buy Recycled Month" in Pennsylvania
     2  and encourage businesses, communities and individuals to
     3  purchase recycled products, especially those products
     4  manufactured in this Commonwealth, during the month of October
     5  and throughout the year.
