                                  A RESOLUTION

     1  Observing the week of April 23 through 27, 2001, as "Crime
     2     Victims' Rights Week."

     3     WHEREAS, A violent crime is committed in America every 18
     4  seconds; and
     5     WHEREAS, Each year 36.9 million Americans are victimized by
     6  crime and, of those, 9.9 million are victims of violent crime;
     7  and
     8     WHEREAS, Crime victims play an indispensable role in bringing
     9  offenders to justice; and
    10     WHEREAS, Law-abiding citizens are no less deserving of
    11  justice, rights, resources, restoration and rehabilitation than
    12  the violent offenders who victimize them; and

     1     WHEREAS, Crime victims and their advocates over the past two
     2  decades have made unparalleled progress toward balancing the
     3  scales of justice in our criminal justice system; and
     4     WHEREAS, The bells of liberty and justice are ringing across
     5  our country in support of the millions of survivors of crime and
     6  their families and advocates, who deserve justice; and
     7     WHEREAS, As a nation devoted to liberty and justice for all,
     8  America must increase its efforts to protect, restore and expand
     9  crime victims' rights; and
    10     WHEREAS, Victim service programs, criminal justice officials
    11  and concerned citizens throughout our nation are joining
    12  together to observe "National Crime Victims' Rights Week";
    13  therefore be it
    14     RESOLVED, That the House of Representatives observe the week
    15  of April 23 through 27, 2001, as "Crime Victims' Rights Week" in
    16  this Commonwealth; and be it further
    17     RESOLVED, That the House of Representatives reaffirm a
    18  commitment to address victims' rights and criminal justice
    19  issues during "Crime Victims' Rights Week" and throughout the
    20  year.
