SENATE BILL

                                     AN ACT

     1  Making an appropriation to the Pennsylvania College of
     2     Optometry, Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The sum of $1,548,000 is hereby appropriated to
     6  the Pennsylvania College of Optometry, Philadelphia, for the
     7  fiscal year July 1, 2000, to June 30, 2001, for instruction.
     8     Section 2.  Payments to the Pennsylvania College of Optometry
     9  on account of the appropriation provided in section 1 shall be
    10  made quarterly by the Secretary of Education on the basis of
    11  costs during the fiscal year and shall be conditioned on
    12  continuing authority for inclusion on the Board of Trustees of
    13  the Pennsylvania College of Optometry of a minimum of five
    14  persons who are not elected officials and who are appointed by
    15  the Governor, the President pro tempore of the Senate, the
    16  Minority Leader of the Senate, the Speaker of the House of
    17  Representatives and the Minority Leader of the House of


     1  Representatives for terms of office coterminous with that of the
     2  respective appointing authority.
     3     Section 3.  The Pennsylvania College of Optometry shall
     4  provide full, complete and accurate information as may be
     5  required by the Department of Education or the chairman or the
     6  minority chairman of the Appropriations Committee of the Senate
     7  or the chairman or the minority chairman of the Appropriations
     8  Committee of the House of Representatives.
     9     Section 4.  The Pennsylvania College of Optometry shall
    10  report its revenues and expenditures and present its financial
    11  statements in accordance with generally accepted accounting
    12  principles and procedures for educational institutions as set
    13  forth in the "Higher Education Finance Manual (1975)" and the
    14  "Commonwealth of Pennsylvania Budget Instructions for the State
    15  System of Higher Education, State-Related Universities and Non-
    16  State-Related Colleges and Universities."
    17     Section 5.  The trustees of the Pennsylvania College of
    18  Optometry shall report on forms provided by the Department of
    19  Education to both the chairman and minority chairman of the
    20  Appropriations Committee of the Senate and the chairman and
    21  minority chairman of the Appropriations Committee of the House
    22  of Representatives by September 30, 2001, on how State-
    23  appropriated funds were expended for fiscal year 2000-2001 to
    24  reduce the costs to Pennsylvania resident students or to provide
    25  services to Pennsylvania residents.
    26     Section 6.  This act shall take effect July 1, 2000, or
    27  immediately, whichever is later.
