1 Observing the week of November 21 through 27, 1999, as "National
     2 Family Week" in Pennsylvania.

3 WHEREAS, As individuals, we find in our families a sense of
4 identity, purpose and security; as a nation, we find in our
5 families the vision and strength we need to remain a truly free
     6 and just society; and
7 WHEREAS, A family is a group of individuals related by blood,
8 marriage or adoption as well as a community of persons united by

1 traditions are passed from one generation to the next; and
2 WHEREAS, Through our experiences as members of a family, we
3 learn important lessons about love and faith, duty and fidelity,
4 personal responsibility and concern for others; and
5 WHEREAS, Because these lessons are conveyed to the community
6 at large and because the family gives us a model of human
7 relationships after which all other social institutions are
8 fashioned, the strength and integrity of the family are vital to
9 our well-being as a nation and as a State; and
10 WHEREAS, Families are the fundamental cornerstone of human
11 society, providing models for caring from birth through the
12 aging years and inspiring celebration and renewal; and
13 WHEREAS, Families need and deserve recognition, encouragement
14 and support for the daily miracles they perform; and
15 WHEREAS, Each of our communities has the ability to empower
16 and enhance family strength and potential; and
