        INTRODUCED BY GEIST, LESCOVITZ, DALEY, BATTISTO, DeWEESE,
           SOLOBAY, ROBERTS, PIPPY, MARKOSEK, LaGROTTA, STAIRS, HARHAI,
           TRICH, BARD, MARSICO, PHILLIPS AND MICHLOVIC, JUNE 8, 1999

        AS AMENDED ON THIRD CONSIDERATION, HOUSE OF REPRESENTATIVES,
           OCTOBER 5, 1999

                                     AN ACT

     1  Designating a portion of the Mon/Fayette Expressway, State Route
     2     43, as the J. Barry Stout Expressway; designating a portion
     3     of the Mon/Fayette Expressway, State Route 43, as the James
     4     J. Manderino Memorial Highway; designating the twin bridges
     5     at milepost 45 of the Mon/Fayette Expressway as the Joe
     6     Montana Bridges; and designating State Route 1077 in Donora    <--
     7     and Caroll Township, Washington County, as the Stan Musial
     8     Byway; DESIGNATING A PORTION OF STATE ROUTE 24 IN YORK COUNTY  <--
     9     AS THE 24TH INFANTRY DIVISION ASSOCIATION HIGHWAY;
    10     DESIGNATING A SECTION OF THE SOUTHERN TIER EXPRESSWAY IN ERIE
    11     COUNTY, AS THE FOREST W. HOPKINS MEMORIAL HIGHWAY;
    12     DESIGNATING A BRIDGE ON THE MON/FAYETTE EXPRESSWAY AS THE
    13     BRADDOCK'S CROSSING BRIDGE; AND DESIGNATING A PORTION OF THE
    14     MON/FAYETTE EXPRESSWAY, STATE ROUTE 43, AS THE MEDAL OF HONOR
    15     HIGHWAY.

    16     The General Assembly finds and declares as follows:
    17         (1)  Adequate transportation systems are crucial to the
    18     public health, safety and economic integrity of a community.
    19         (2)  Southwestern Pennsylvania has for many years endured
    20     congestion of traffic and poor feeder routes in the general
    21     north-south pattern between the Monongahela Valley and the
    22     City of Pittsburgh which have threatened the safety of the
    23     public and thwarted economic development.


     1         (3)  The construction of a limited access road artery for
     2     the north-south pattern in southwestern Pennsylvania from
     3     Interstate 68 in West Virginia to the City of Pittsburgh will
     4     relieve such congestion, promote economic vitality, reduce
     5     the threat of catastrophe from the transportation of highly
     6     combustible and toxic materials in densely populated areas,
     7     and promote the general safety, health and welfare of the
     8     public.
     9         (4)  Since his election to the General Assembly in 1971,
    10     J. Barry Stout of Bentleyville, Washington County, has
    11     advocated an expanded State road network, including a
    12     Mon/Fayette Expressway and a Southern Beltway connector which
    13     would link to the Greater Pittsburgh International Airport.
    14         (5)  Senator J. Barry Stout has tirelessly and
    15     relentlessly pursued construction of a north-south road
    16     artery and its connections in furtherance of the public
    17     safety, welfare and economic development in all of
    18     southwestern Pennsylvania. It is a fitting tribute that a
    19     portion of this north-south road artery be designated in his
    20     honor.
    21         (6)  In 1985 the General Assembly passed Senate Bill
    22     No.441, which was signed into law as the act of September 30,
    23     1985 (P.L.240, No.61), known as the Turnpike Organization,
    24     Extension and Toll Road Conversion Act. Senator Stout served
    25     on the Committee of Conference which reached the final
    26     agreement on the language for the landmark legislation which
    27     authorized the Mon/Fayette Expressway.
    28     The General Assembly of the Commonwealth of Pennsylvania
    29  hereby enacts as follows:
    30  Section 1.  J. Barry Stout Expressway.

     1     The Mon/Fayette Expressway, State Route 43, beginning at the
     2  interchange with Interstate 70 in Fallowfield Township,
     3  Washington County, and continuing north until the connection      <--
     4  with Interstate 379 at Monroeville and the City of Pittsburgh in
     5  Allegheny County, TO THE ALLEGHENY COUNTY LINE is designated as   <--
     6  the J. Barry Stout Expressway. Appropriate signs shall be posted
     7  and maintained by the Pennsylvania Turnpike Commission.
     8  Section 2.  James J. Manderino Memorial Highway.
     9     The section of State Route 43, beginning a the interchange
    10  with Interstate 70 in Fallowfield Township, Washington County,
    11  and continuing south until the intersection with United States
    12  Route 40 in Centerville and California Boroughs, Washington
    13  County, is designated as the James J. Manderino Memorial
    14  Highway. Appropriate signs shall be posted and maintained by the
    15  Pennsylvania Turnpike Commission.
    16  Section 3.  Joe Montana Bridges.
    17     The twin bridges on State Route 43 at the milepost 45 over
    18  Mingo Creek in Union Township, Washington County near State
    19  Route 136 and Ringgold High School are designated as the Joe
    20  Montana Bridges. Appropriate signs shall be posted and
    21  maintained by the Pennsylvania Turnpike Commission.
    22  Section 4.  Stan Musial Byway.
    23     The entire length of State Route 1077 within the Borough of
    24  Donora and Carroll Townships, Washington County, is designated
    25  as the Stan Musial Byway. The Department of Transportation shall
    26  erect and maintain appropriate road signs.
    27  SECTION 5.  24TH INFANTRY DIVISION ASSOCIATION HIGHWAY.           <--
    28     THE PORTION OF STATE ROUTE 24 FROM HOPEWELL TOWNSHIP TO ITS
    29  TERMINUS IN MOUNT WOLF BOROUGH OF YORK COUNTY IS DESIGNATED AND
    30  SHALL BE KNOWN AS THE 24TH INFANTRY DIVISION ASSOCIATION

     1  HIGHWAY. THE DEPARTMENT OF TRANSPORTATION SHALL ERECT AND
     2  MAINTAIN APPROPRIATE SIGNS IDENTIFYING THE ABOVE PORTION OF ROAD
     3  AS THE 24TH INFANTRY DIVISION ASSOCIATION HIGHWAY.
     4  SECTION 6.  FOREST W. HOPKINS MEMORIAL HIGHWAY.
     5     (A)  THE EIGHT-MILE SECTION OF ROUTE 17 IN ERIE COUNTY, FROM
     6  GREENFIELD TOWNSHIP TO THE NEW YORK STATE LINE, IS HEREBY
     7  DESIGNATED AND SHALL BE KNOWN AS THE FOREST W. HOPKINS MEMORIAL
     8  HIGHWAY.
     9     (B)  FOREST W. HOPKINS WAS A COMMITTED COMMUNITY SERVANT, WHO
    10  SERVED WITH DISTINCTION AS A STATE REPRESENTATIVE FROM THE
    11  FOURTH LEGISLATIVE DISTRICT FROM 1967 TO 1978. MR. HOPKINS DIED
    12  IN OFFICE IN 1978.
    13     (C)  THE DEPARTMENT OF TRANSPORTATION SHALL ERECT AND
    14  MAINTAIN ROAD SIGNS, WHICH SHALL DISPLAY THE NAME OF FOREST W.
    15  HOPKINS MEMORIAL HIGHWAY, AT THE BEGINNING AND THE END OF THE
    16  SECTION OF THE HIGHWAY DESIGNATED IN SUBSECTION (A).
    17  SECTION 7.  BRADDOCK'S CROSSING BRIDGE.
    18     THE BRIDGE ON THE MON/FAYETTE EXPRESSWAY IN ALLEGHENY COUNTY
    19  CROSSING THE MONONGAHELA RIVER BETWEEN DUQUESNE AND EAST
    20  PITTSBURGH IN ALLEGHENY COUNTY IS DESIGNATED AS THE BRADDOCK'S
    21  CROSSING BRIDGE. THE PENNSYLVANIA TURNPIKE COMMISSION SHALL
    22  ERECT AND MAINTAIN APPROPRIATE SIGNS.
    23  SECTION 8.  THE MEDAL OF HONOR HIGHWAY.
    24     THE MON/FAYETTE EXPRESSWAY, STATE ROUTE 43, BEGINNING AT THE
    25  INTERSECTION WITH STATE ROUTE 51 IN ALLEGHENY COUNTY AND
    26  CONTINUING NORTH UNTIL THE CONNECTION WITH INTERSTATE 376 AT
    27  MONROEVILLE AND THE CITY OF PITTSBURGH IN ALLEGHENY COUNTY, IS
    28  DESIGNATED AS THE MEDAL OF HONOR HIGHWAY. APPROPRIATE SIGNS
    29  SHALL BE POSTED AND MAINTAINED BY THE PENNSYLVANIA TURNPIKE
    30  COMMISSION.

     1  Section 5 9.  Repeal.                                             <--
     2     All acts and parts of acts are repealed insofar as they are
     3  inconsistent with this act.
     4  Section 6 10.  Effective date.                                    <--
     5     This act shall take effect as follows:
     6         (1)  Sections 1 and 4 shall take effect in 60 days.
     7         (2)  Section 3 shall take effect June 11, 2001.
     8         (3)  The remainder of this act shall take effect
     9     immediately.
