AN ACT 1 Designating a portion of the Mon/Fayette Expressway, State Route 2 43, as the J. Barry Stout Expressway; designating a portion 3 of the Mon/Fayette Expressway, State Route 43, as the James 4 J. Manderino Memorial Highway; designating the twin bridges 5 at milepost 45 of the Mon/Fayette Expressway as the Joe 6 Montana Bridges; and designating State Route 1077 in Donora 7 and Caroll Township, Washington County, as the Stan Musial 8 Byway. 9 The General Assembly finds and declares as follows: 10 (1) Adequate transportation systems are crucial to the 11 public health, safety and economic integrity of a community. 12 (2) Southwestern Pennsylvania has for many years endured 13 congestion of traffic and poor feeder routes in the general 14 north-south pattern between the Monongahela Valley and the 15 City of Pittsburgh which have threatened the safety of the 16 public and thwarted economic development. 17 (3) The construction of a limited access road artery for 18 the north-south pattern in southwestern Pennsylvania from 19 Interstate 68 in West Virginia to the City of Pittsburgh will 20 relieve such congestion, promote economic vitality, reduce
1 the threat of catastrophe from the transportation of highly 2 combustible and toxic materials in densely populated areas, 3 and promote the general safety, health and welfare of the 4 public. 5 (4) Since his election to the General Assembly in 1971, 6 J. Barry Stout of Bentleyville, Washington County, has 7 advocated an expanded State road network, including a 8 Mon/Fayette Expressway and a Southern Beltway connector which 9 would link to the Greater Pittsburgh International Airport. 10 (5) Senator J. Barry Stout has tirelessly and 11 relentlessly pursued construction of a north-south road 12 artery and its connections in furtherance of the public 13 safety, welfare and economic development in all of 14 southwestern Pennsylvania. It is a fitting tribute that a 15 portion of this north-south road artery be designated in his 16 honor. 17 (6) In 1985 the General Assembly passed Senate Bill 18 No.441, which was signed into law as the act of September 30, 19 1985 (P.L.240, No.61), known as the Turnpike Organization, 20 Extension and Toll Road Conversion Act. Senator Stout served 21 on the Committee of Conference which reached the final 22 agreement on the language for the landmark legislation which 23 authorized the Mon/Fayette Expressway. 24 The General Assembly of the Commonwealth of Pennsylvania 25 hereby enacts as follows: 26 Section 1. J. Barry Stout Expressway. 27 The Mon/Fayette Expressway, State Route 43, beginning at the 28 interchange with Interstate 70 in Fallowfield Township, 29 Washington County and continuing north until the connection with 30 Interstate 379 at Monroeville and the City of Pittsburgh in 19990H1600B1944 - 2 -
1 Allegheny County, is designated as the J. Barry Stout 2 Expressway. Appropriate signs shall be posted and maintained by 3 the Pennsylvania Turnpike Commission. 4 Section 2. James J. Manderino Memorial Highway. 5 The section of State Route 43, beginning a the interchange 6 with Interstate 70 in Fallowfield Township, Washington County, 7 and continuing south until the intersection with United States 8 Route 40 in Centerville and California Boroughs, Washington 9 County, is designated as the James J. Manderino Memorial 10 Highway. Appropriate signs shall be posted and maintained by the 11 Pennsylvania Turnpike Commission. 12 Section 3. Joe Montana Bridges. 13 The twin bridges on State Route 43 at the milepost 45 over 14 Mingo Creek in Union Township, Washington County near State 15 Route 136 and Ringgold High School are designated as the Joe 16 Montana Bridges. Appropriate signs shall be posted and 17 maintained by the Pennsylvania Turnpike Commission. 18 Section 4. Stan Musial Byway. 19 The entire length of State Route 1077 within the Borough of 20 Donora and Carroll Townships, Washington County, is designated 21 as the Stan Musial Byway. The Department of Transportation shall 22 erect and maintain appropriate road signs. 23 Section 5. Repeal. 24 All acts and parts of acts are repealed insofar as they are 25 inconsistent with this act. 26 Section 6. Effective date. 27 This act shall take effect as follows: 28 (1) Sections 1 and 4 shall take effect in 60 days. 29 (2) Section 3 shall take effect June 11, 2001. 30 (3) The remainder of this act shall take effect 19990H1600B1944 - 3 -
