           HOUSE OF REPRESENTATIVES, AS AMENDED, SEPTEMBER 29, 1999

                                     AN ACT

     1  Authorizing the incurring of indebtedness, with approval of the
     2     electors, of $100,000,000 for the purchase of agricultural
     3     conservation easements for the preservation of agricultural
     4     land; AND MAKING A REPEAL.                                     <--

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7  Section 1.  Question.
     8     The question of incurring indebtedness of $100,000,000 for
     9  the purchase of agricultural conservation easements for the
    10  preservation of agricultural land shall be submitted to the
    11  electors at the next primary, municipal or general election
    12  following enactment of this act.
    13  Section 2.  Certification.
    14     The Secretary of the Commonwealth shall certify the form of
    15  the question under section 3 to the county boards of elections.


     1  Section 3.  Form of question.
     2     The question under section 1 shall be in substantially the
     3  following form:
     4         Do you favor the incurring of indebtedness by the
     5         Commonwealth of $100,000,000 for the purchase of
     6         agricultural conservation easements for the preservation
     7         of agricultural land subject to implementation through
     8         the act of June 30, 1981 (P.L.128, No.43), known as the
     9         Agricultural Area Security Law?
    10  Section 4.  Election.
    11     The election shall be conducted in accordance with the act of
    12  June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania
    13  Election Code, except that the time limits for advertisement of
    14  notice of the election may be waived as to the question.
    15  Section 5.  Proceeds.
    16     Proceeds of borrowing shall be used to purchase agricultural
    17  conservation easements to promote the planned preservation of
    18  agricultural land throughout this Commonwealth pursuant to the
    19  act of June 30, 1981 (P.L.128, No.43), known as the Agricultural
    20  Area Security Law.
    21  SECTION 6.  REPEAL.                                               <--
    22     SECTION 14.3(F) OF THE ACT OF JUNE 30, 1981 (P.L.128, NO.43),
    23  KNOWN AS THE AGRICULTURAL AREA SECURITY LAW, IS REPEALED.
    24  Section 6 7.  Effective date.                                     <--
    25     This act shall take effect immediately.
