AN ACT
1 Amending Title 53 (Municipalities Generally) of the Pennsylvania
2 Consolidated Statutes, further providing for powers and
3 duties of the commission.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 2164(10) of Title 53 of the Pennsylvania
7 Consolidated Statutes is amended and the section is amended by
8 adding a paragraph to read:
9 § 2164. Powers and duties of commission.
10 The powers and duties of the commission shall be as follows:

12 (1.1) To establish and administer mandatory minimum
13 courses of study for leadership and managerial professional
14 development training for police officers with the rank of
15 captain or above. Course work shall be designed as part of
16 the annual certification process to train the above mentioned
17 police officers in subject areas, including, but not limited
18 to:
1 (i) effective management communication;
2 (ii) essentials of leadership;
3 (iii) effective management of personnel;
4 (iv) essentials of management;
5 (v) review of best practices of other policing
6 agencies and departments throughout the nation;
7 (vi) legal updates; and
8 (vii) Federal and State sources of funding
9 assistance for law enforcement agencies and the means of
10 accessing said sources.

12 (10) To consult and cooperate with universities,
13 colleges, community colleges and institutes for the
14 development of specialized courses for police officers,
15 including, but not limited to, those courses designed to
16 teach effective leadership and managerial skills.

18 Section 2. This act shall take effect in 60 days.
