AN ACT 1 Making appropriations to the Allegheny University of the Health 2 Sciences. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. (a) The sum of $8,142,000 is hereby appropriated 6 to the Allegheny University of the Health Sciences for the 7 fiscal year July 1, 1998, to June 30, 1999, for instruction in 8 the Doctor of Medicine program. 9 (b) The sum of $1,798,000 is hereby appropriated to the 10 Allegheny University of the Health Sciences for the fiscal year 11 July 1, 1998, to June 30, 1999, for the general maintenance of 12 the Allegheny University of the Health Sciences, including the 13 Allied Health, Professions and Graduate School of the Allegheny 14 University of the Health Sciences, and student aid. 15 (c) The sum of $321,000 is hereby appropriated to the 16 Allegheny University of the Health Sciences for the fiscal year 17 July 1, 1998, to June 30, 1999, for minority educational and
1 recruitment programs.
2 (d) The sum of $132,000 $500,000 is hereby appropriated to <--
3 the Allegheny University of the Health Sciences for the fiscal
4 year July 1, 1998, to June 30, 1999, for cardiovascular and
5 heart failure/transplant studies.
6 Section 2. Payments to the Allegheny University of the
7 Health Sciences on account of the appropriations provided in
8 section 1 shall be made quarterly by the Secretary of Education
9 on the basis of costs during the fiscal year. The secretary
10 shall not release more than the first quarterly payment until
11 such time as the trustees of Allegheny University of the Health
12 Sciences agree in writing to include a minimum of five members
13 appointed by the Governor and the General Assembly. The
14 Governor, the President pro tempore of the Senate, the Minority
15 Leader of the Senate, the Speaker of the House of
16 Representatives and the Minority Leader of the House of
17 Representatives may each, upon receipt of the written agreement
18 from the trustees, appoint a nonelected official to serve as a
19 member of the board and the terms of office shall be coterminous
20 with that of their appointing authority.
21 Section 3. The Allegheny University of the Health Sciences
22 shall provide full, complete and accurate information as may be
23 required by the Department of Education or the chairman or the
24 minority chairman of the Appropriations Committee of the Senate
25 or the chairman or the minority chairman of the Appropriations
26 Committee of the House of Representatives.
27 Section 4. The Allegheny University of the Health Sciences
28 shall report its revenues and expenditures and present its
29 financial statements in accordance with generally accepted
30 accounting principles and procedures for educational

1 institutions as set forth in the "Higher Education Finance 2 Manual (1975)" and the "Commonwealth of Pennsylvania Budget 3 Instructions for the State System of Higher Education, State- 4 Related Universities and Non-State-Related Colleges and 5 Universities." 6 Section 5. The trustees of the Allegheny University of the 7 Health Sciences shall report on forms provided by the Department 8 of Education to both the chairman and minority chairman of the 9 Appropriations Committee of the Senate and the chairman and 10 minority chairman of the Appropriations Committee of the House 11 of Representatives by September 30, 1999, on how State- 12 appropriated funds were expended for fiscal year 1998-1999 to 13 reduce the costs to Pennsylvania resident students or to provide 14 services to Pennsylvania residents. 15 Section 6.
