A RESOLUTION 1 Memorializing the Citizens' Stamp Advisory Committee of the 2 United States Postal Service to consider and recommend to the 3 United States Postal Service Board of Governors the issuance 4 of a commemorative stamp honoring Richard Humphreys, Quaker, 5 goldsmith and philanthropist, on the 160th Anniversary of the 6 founding of Cheyney University of Pennsylvania. 7 WHEREAS, Richard Humphreys was born on February 13, 1750, in 8 Tortola, British Virgin Islands, and arrived in Philadelphia as 9 a teen to receive apprenticeship training in goldsmithing and 10 silversmithing; and 11 WHEREAS, Richard Humphreys was a dedicated member of the 12 Society of Friends, an active citizen in community affairs, a 13 philanthropist who valiantly served as a Captain in the Colonial 14 Army during the Revolutionary War; and 15 WHEREAS, Upon his death in 1832, Richard Humphreys' 16 convictions led him to donate a portion of his wealth for the 17 purpose of educating former slaves; and 18 WHEREAS, Cheyney University of Pennsylvania, the first 19 institution in America devoted to the vocational education of
1 descendants of the African race, was founded in 1837; and 2 WHEREAS, Cheyney University of Pennsylvania has continued its 3 proud heritage and celebrates 160 years of service to the 4 academic community in 1997; therefore be it 5 RESOLVED, That the House of Representatives of the 6 Commonwealth of Pennsylvania memorialize the Citizens' Committee 7 of the United States Postal Service to consider and recommend to 8 the United States Postal Service Board of Governors the issuance 9 of a commemorative stamp honoring Richard Humphreys, Quaker, 10 goldsmith and philanthropist, on the 160th Anniversary of the 11 founding of Cheyney University of Pennsylvania; and be it 12 further 13 RESOLVED, That copies of this resolution be transmitted to 14 the President of the United States, the presiding officers of 15 each house of Congress, to each member of Congress from 16 Pennsylvania, the Citizens' Stamp Advisory Committee, the Board 17 of Governors of the United States Postal Service and the 18 Postmaster General.
