A RESOLUTION 1 Designating November 14, 1997, as "Richard Humphreys/Cheyney 2 University Day" in this Commonwealth. 3 WHEREAS, Cheyney University of Pennsylvania, the first black 4 educational institution in America, was founded in 1837; and 5 WHEREAS, The founding of Cheyney University of Pennsylvania 6 was made possible through the generosity and benevolence of 7 Richard Humphreys, a Quaker philanthropist; and 8 WHEREAS, The university began its existence in Philadelphia 9 as the Institute for Colored Youth, founded for the purpose of 10 educating descendants of the African race; and 11 WHEREAS, Cheyney University of Pennsylvania has continued its 12 proud heritage and celebrates 160 years of service to the 13 academic community in 1997; therefore be it
