        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 30, 1997

                                  A RESOLUTION

     1  Commemorating the 25th anniversary of the founding of the
     2     Pennsylvania Community Providers Association.

     3     WHEREAS, The Pennsylvania Community Providers Association was
     4  incorporated on June 15, 1972, to represent community-based
     5  mental health and mental retardation providers serving
     6  Pennsylvanians; and
     7     WHEREAS, The Pennsylvania Community Providers Association has
     8  expanded its services since that time in response to community
     9  needs to address issues related to substance abuse and the
    10  children and youth system; and
    11     WHEREAS, The Pennsylvania Community Providers Association


     1  currently numbers over 240 member agencies that serve over a
     2  quarter of a million Pennsylvanians in their respective
     3  communities each year; and
     4     WHEREAS, The Pennsylvania Community Providers Association has
     5  distinguished itself in its commitment to working
     6  collaboratively with other organizations and individuals that
     7  share its goal of improving the community system of care; and
     8     WHEREAS, The Pennsylvania Community Providers Association has
     9  dedicated 25 years of service to providing advocacy and
    10  information and promoting quality services on behalf of
    11  agencies, organizations and individuals concerned with mental
    12  health, mental retardation and addictive disease services; and
    13     WHEREAS, The association has provided educational and
    14  training opportunities for thousands of persons seeking to
    15  improve their knowledge, skills and understanding related to
    16  behavioral health and mental retardation; and
    17     WHEREAS, The Pennsylvania Community Providers Association has
    18  taken a leadership role in responding to the challenges,
    19  problems and potential offered by the growth of managed
    20  behavioral health care and was the catalyst in creating the
    21  Community Behavioral HealthCare Network of Pennsylvania, a
    22  Statewide network of community-based providers of behavioral
    23  health services; and
    24     WHEREAS, The Pennsylvania Community Providers Association has
    25  worked tirelessly to live up to its mission of "promoting
    26  quality community services for persons with mental illness,
    27  mental retardation and addictive diseases" and is now a keystone
    28  in this Commonwealth's community-based system of services;
    29  therefore be it
    30     RESOLVED, That the House of Representatives commemorate the

     1  25th anniversary of the founding of the Pennsylvania Community
     2  Providers Association and commend the association on its efforts
     3  to improve the lives of persons with mental illness, mental
     4  retardation and addictive diseases and those who serve them.
