           GIGLIOTTI, LAUGHLIN, McNAUGHTON, SANTONI, PESCI, JAROLIN,
           LEDERER, SAYLOR, BELARDI, JAMES, BELFANTI, SAINATO, SATHER,
           BARD, FICHTER, ITKIN, MELIO, HALUSKA, TRELLO, KAISER, OLASZ,
           WOJNAROSKI, SCHULER, HERSHEY, ORIE, DRUCE, STERN, CURRY,
           L. I. COHEN AND MANDERINO, JUNE 10, 1997

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JUNE 10, 1997

                                  A RESOLUTION

     1  Commending Police Commissioner Richard Neal on being selected as
     2     a recipient of the United States Attorney General's William
     3     French Smith Award.

     4     WHEREAS, Richard Neal as police commissioner of the
     5  Philadelphia Police Department heads the fourth largest police
     6  department in our Nation, which consists of over 7,600 full-time
     7  uniformed and civilian employees; and
     8     WHEREAS, The City of Philadelphia has an area of nearly 130
     9  square miles and a population of more than 1.5 million people;
    10  and
    11     WHEREAS, Commissioner Neal, a native of South Philadelphia,
    12  has distinguished himself as one outstanding criminal justice
    13  professional, having received training from many highly regarded
    14  criminal justice programs and institutions; and
    15     WHEREAS, Commissioner Neal and his wife Dolores and their


     1  sons Richard and Jason are exemplary residents of the City of
     2  Philadelphia; and
     3     WHEREAS, Commissioner Neal has been selected to receive the
     4  highly coveted United States Attorney General's William French
     5  Smith Award, which will be presented to him by Attorney General
     6  Janet Reno in Washington D.C., on June 13, 1997; therefore be it
     7     RESOLVED, That the House of Representatives commend Police
     8  Commissioner Richard Neal on the great honor bestowed on him by
     9  his selection as a recipient of the United States Attorney
    10  General's William French Smith Award; and be it further
    11     RESOLVED, That the House of Representatives wish Commissioner
    12  Neal continued success in his professional and personal life.
