AN ACT
1 Providing for naming of publicly funded sports facilities in
2 certain municipalities and for education and community
3 development.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Short title.
7 This act shall be known and may be cited as the Stadium
8 Naming and Public Education and Community Finance Act.
9 Section 2. Definitions.
10 The following words and phrases when used in this act shall
11 have the meanings given to them in this section unless the
12 context clearly indicates otherwise:
13 "Facility." A place where an athletic event is conducted in
14 the presence of individuals who pay admission to view the event.
15 "Municipality." Any of the following:
16 (1) A city of the first class.
17 (2) A city of the second class.
18 (3) A city of the third class.
1 "Playing surface." The surface on which an athletic event is
2 played.
3 Section 3. Naming.
4 Except as set forth in section 4, a facility or a playing
5 surface in the facility shall be named for the Commonwealth or
6 an appropriate public figure if all of the following apply:
7 (1) The facility is located in a municipality.
8 (2) The facility is constructed or renovated with the
9 use of money from the Commonwealth.
10 Section 4. Sale of naming rights.
11 (a) Authorization.--The municipality in which a facility
12 subject to section 3 is located may sell the naming rights to
13 the facility or a playing surface in the facility.
14 (b) Use of funds.--Money from a sale under subsection (a)
15 shall be dedicated to public education and community
16 development.
17 Section 5. Effective date.
18 This act shall take effect January 1, 1999.
