                                     AN ACT

     1  Providing for the capital budget for the fiscal year 1998-1999.   <--
     2  AMENDING THE ACT OF MAY 7, 1998 (P.L.343, NO.52), ENTITLED "AN    <--
     3     ACT PROVIDING FOR THE CAPITAL BUDGET FOR THE FISCAL YEAR
     4     1998-1999," INCREASING THE DEBT LIMITATION FOR PUBLIC
     5     IMPROVEMENT PROJECTS.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8  Section 1.  Short title and construction.                         <--
     9     (a)  Short title.--This act shall be known and may be cited
    10  as the Capital Budget Act of 1998-1999.
    11     (b)  Supplements.--A reference to this act shall be deemed to
    12  include a reference to the supplements to this act.
    13     (c)  Fiscal Code.--The provisions and definitions of Article
    14  XVI-B of the act of April 9, 1929 (P.L.343, No.176), known as
    15  The Fiscal Code, shall apply to this act to the extent they are
    16  not inconsistent with this act.
    17  Section 2.  Overall limitations on debt to be incurred for
    18                 capital projects.

     1     The maximum principal amount of additional debt to be
     2  incurred during the 1998-1999 fiscal year, and thereafter until
     3  the enactment of the 1999-2000 capital budget specifying the
     4  maximum debt for the 1999-2000 fiscal year, for capital projects
     5  specifically itemized in a capital budget pursuant to section
     6  7(a)(4) of Article VIII of the Constitution of Pennsylvania, and
     7  the fund to be charged with the repayment of such debt, shall,
     8  with respect to each category of capital projects, be as
     9  follows:

    24  Section 3.  Effective date.
    25     This act shall take effect July 1, 1998, or immediately,
    26  whichever is later.
    27     SECTION 1.  SECTION 2 OF THE ACT OF MAY 7, 1998 (P.L.343,      <--
    28  NO.52), KNOWN AS THE CAPITAL BUDGET ACT OF 1998-1999, IS AMENDED
    29  TO READ:
    30  SECTION 2.  OVERALL LIMITATIONS ON DEBT TO BE INCURRED FOR

     1                 CAPITAL PROJECTS.
     2     THE MAXIMUM PRINCIPAL AMOUNT OF ADDITIONAL DEBT TO BE
     3  INCURRED DURING THE 1998-1999 FISCAL YEAR, AND THEREAFTER UNTIL
     4  THE ENACTMENT OF THE 1999-2000 CAPITAL BUDGET SPECIFYING THE
     5  MAXIMUM DEBT FOR THE 1999-2000 FISCAL YEAR, FOR CAPITAL PROJECTS
     6  SPECIFICALLY ITEMIZED IN A CAPITAL BUDGET PURSUANT TO SECTION
     7  7(A)(4) OF ARTICLE VIII OF THE CONSTITUTION OF PENNSYLVANIA, AND
     8  THE FUND TO BE CHARGED WITH THE REPAYMENT OF SUCH DEBT, SHALL,
     9  WITH RESPECT TO EACH CATEGORY OF CAPITAL PROJECTS, BE AS
    10  FOLLOWS:
