AN ACT 1 Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An 2 act relating to the public school system, including certain 3 provisions applicable as well to private and parochial 4 schools; amending, revising, consolidating and changing the 5 laws relating thereto," providing for juvenile crime 6 programs; AND AUTHORIZING SCHOOL DISTRICTS TO IMPOSE DRESS <-- 7 CODES AND REQUIRE STUDENTS TO WEAR STANDARD DRESS OR 8 UNIFORMS. 9 The General Assembly of the Commonwealth of Pennsylvania 10 hereby enacts as follows: 11 Section 1. The act of March 10, 1949 (P.L.30, No.14), known 12 as the Public School Code of 1949, is amended by adding a <-- 13 section SECTIONS to read: <-- 14 SECTION 1317.3. UNIFORMS.--SCHOOL OFFICIALS IN ANY SCHOOL <-- 15 ENTITY MAY IMPOSE LIMITATIONS ON DRESS AND MAY REQUIRE PUPILS TO 16 WEAR STANDARD DRESS OR UNIFORMS. SUCH POLICIES MAY BE 17 DISTRICTWIDE OR MAY BE ON A SCHOOL BUILDING BASIS. 18 Section 1550. Juvenile Crime Program.--Beginning with the 19 1998-1999 school year and each subsequent year thereafter, the
1 Department of Education shall have the power and its duty shall 2 be to: 3 (1) Develop and provide resource information to educators 4 and public and private elementary and secondary schools and 5 organizations on juvenile crime. 6 (2) Provide for distribution to school entities and public 7 and private or nonpublic elementary and secondary schools in 8 this Commonwealth materials on juvenile crime. Such materials 9 shall include, but need not be limited to, the mechanics of the 10 juvenile justice system and the nature of delinquency 11 proceedings, the penalties for committing a crime that would be 12 graded higher than a misdemeanor if committed by an adult and 13 the consequences of committing a crime. 14 (3) The Secretary of Education shall prepare and submit an 15 annual report to the Governor and the General Assembly outlining 16 juvenile crime programs and achievements, highlighting new 17 initiatives and recommending future programs. 18 (4) The Secretary of Education shall consult at least 19 annually with the Commissioner of the Pennsylvania State Police, 20 and other law enforcement personnel which the Secretary of 21 Education deems necessary, in order to prepare the materials and 22 assess the trends of juvenile crime in this Commonwealth. 23 Section 2.
