                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," further providing for the majority
     6     vote of school boards.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 508 of the act of March 10, 1949 (P.L.30,
    10  No.14), known as the Public School Code of 1949, amended January
    11  14, 1970 (1969 P.L.468, No.192), is amended to read:
    12     Section 508.  Majority Vote Required; Recording.--(a)  The
    13  affirmative vote of a majority of all the members of the board
    14  of school directors in every school district, duly recorded,
    15  showing how each member voted, shall be required in order to
    16  take action on the following subjects:--
    17     Fixing length of school term.
    18     Adopting textbooks.
    19     Appointing or dismissing district superintendents,

     1  assistant district superintendents, associate superintendents,
     2  principals, and teachers.
     3     Appointing tax collectors and other appointees.
     4     Adopting the annual budget.
     5     Levying and assessing taxes.
     6     Purchasing, selling, or condemning land.
     7     Locating new buildings or changing the locations of old ones.
     8     Dismissing a teacher after a hearing.
     9     Creating or increasing any indebtedness.
    10     Adopting courses of study.
    11     Establishing additional schools or departments.
    12     Designating depositories for school funds.
    13     Entering into contracts of any kind, including contracts for
    14  the purchase of fuel or any supplies, where the amount involved
    15  exceeds one hundred dollars ($100).
    16     Fixing salaries or compensation of officers, teachers, or
    17  other appointees of the board of school directors.
    18     Entering into contracts with and making appropriations to the
    19  intermediate unit for the district's proportionate share of the
    20  cost of services provided or to be provided for by the
    21  intermediate unit.
    22     (b)  No member of any board of school directors shall vote on
    23  contracts with any employe organization if the board member is
    24  related as a father, mother, husband, wife, son, daughter,
    25  stepson or stepdaughter to any member of the employe
    26  organization.
    27     (c)  Failure to comply with the provisions of this section
    28  shall render such acts of the board of school directors void and
    29  [unenforcible] unenforceable.
    30     Section 2.  This act shall take effect in 60 days.
