           PREPAREDNESS, FEBRUARY 28, 1997

                                     AN ACT

     1  Authorizing the indebtedness, with the approval of the electors,
     2     of $20,000,000 for low-interest loans to veterans for down
     3     payments on first-time home purchases.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  Question.
     7     The question of incurring indebtedness of $20,000,000 for
     8  low-interest loans to veterans for down payments on first-time
     9  home purchases shall be submitted to the electors at the next
    10  primary, municipal or general election following enactment of
    11  this act.
    12  Section 2.  Certification.
    13     The Secretary of the Commonwealth shall forthwith certify the
    14  questions to the county boards of election.
    15  Section 3.  Form.
    16     The question shall be in substantially the following form:

     1         Do you favor the incurring of indebtedness of $20,000,000
     2         for low-interest loans to veterans for down payments on
     3         first-time home purchases?
     4  Section 4.  Election.
     5     The election shall be conducted in accordance with the act of
     6  June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania
     7  Election Code, except that the time limits for advertisement of
     8  notice of the election may be waived as to the question.
     9  Section 5.  Proceeds.
    10     Proceeds of borrowing shall be used by veterans for down
    11  payments on first-time home purchases.
    12  Section 6.  Effective date.
    13     This act shall take effect immediately.
