        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           NOVEMBER 14, 1996

                                  A RESOLUTION

     1  Proclaiming the month of November 1996 as "National Home Care
     2     Month" in Pennsylvania.

     3     WHEREAS, Home care is the oldest and most humane tradition of
     4  health service delivery in the United States, enabling persons
     5  with illness or disability to receive high-quality medical
     6  assistance and retain a sense of dignity and independence in the
     7  comfort and security of their own homes; and
     8     WHEREAS, Home care in the United States is a growing
     9  alternative to hospitalization for acute and chronic illnesses,
    10  with an estimated expenditure of $30 billion for services to
    11  more than 7 million Americans; and
    12     WHEREAS, Thousands of hard-working men and women, in
    13  association with more than 18,850 home care agencies, unite

     1  caring and modern technology by providing cost-effective home
     2  health care services that stimulate quicker and fuller
     3  recoveries and improvements than institutional care; and
     4     WHEREAS, These dedicated home care professionals and
     5  volunteers form a network of caring support in our nation's vast
     6  health care system and are deserving of special honor and
     7  appreciation for their many contributions; and
     8     WHEREAS, Susquehanna Home Care, the National Association of
     9  Home Care and more than 18,850 home care agencies have declared
    10  the month of November 1996 as "National Home Care Month" and are
    11  calling upon all Americans to observe this occasion with
    12  appropriate ceremonies and activities; therefore be it
    13     RESOLVED, That the House of Representatives proclaim the
    14  month of November 1996 as "National Home Care Month" in
    15  Pennsylvania and urge all of our citizens to support the home
    16  care profession in its efforts to provide safe, affordable and
    17  comfortable health care in the homes of persons who are elderly,
    18  disabled and infirm.
