HOUSE RESOLUTION

                                  A RESOLUTION

     1  Directing the Chief Clerk of the House of Representatives to
     2     develop a plan and a program for protection against
     3     terrorism.

     4     WHEREAS, The bombing of the Alfred P. Murrah Federal Building
     5  in Oklahoma City, Oklahoma, on April 19, 1995, has heightened
     6  awareness of the threat of terrorist actions against public
     7  facilities; and
     8     WHEREAS, The threat of terrorist activity can be reduced but
     9  never eliminated in a free and open society; and
    10     WHEREAS, A substantial number of public officials, public
    11  employees and visitors work in and visit the Main Capitol
    12  Building each day; and
    13     WHEREAS, A plan should be developed to respond to such an
    14  emergency in the Main Capitol Building; and
    15     WHEREAS, Training in evacuation, security and emergency
    16  medical response should be provided for the public officials,
    17  public employees, law enforcement and medical staff working in
    18  the Main Capitol Building; therefore be it

     1     RESOLVED, That the Chief Clerk of the House of
     2  Representatives develop a plan to respond to a terrorist action
     3  against the Main Capitol Building; and be it further
     4     RESOLVED, That, in developing such a plan, the Chief Clerk of
     5  the House of Representatives consult and coordinate with the
     6  Department of General Services, the City of Harrisburg, Dauphin
     7  County and other appropriate agencies; and be it further
     8     RESOLVED, That the Chief Clerk of the House of
     9  Representatives develop and implement a training program in
    10  evacuation and emergency medical response for the public
    11  officials, public employees, law enforcement personnel and
    12  medical staff working in the Main Capitol Building; and be it
    13  further
    14     RESOLVED, That the security program include components on
    15  metal detection, identification of individuals, and pedestrian
    16  and vehicle access to the Main Capitol Building.
