        REFERRED TO COMMITTEE ON STATE GOVERNMENT, MAY 1, 1995

                                     AN ACT

     1  Providing for the observance of April 28 of each year as
     2     Workers' Memorial Day.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Workers' Memorial Day.
     6     (a)  Establishment.--The Governor shall annually issue a
     7  proclamation designating April 28 as Workers' Memorial Day and
     8  recommending that this day be observed in an appropriate manner
     9  by the citizens of Pennsylvania to:
    10         (1)  Pay tribute to the memory of those courageous and
    11     dedicated members of Pennsylvania's labor force who have died
    12     as a result of accidents in the workplace.
    13         (2)  Honor those workers who have been injured or
    14     disabled in workplace accidents.
    15         (3)  Recognize the integrity of Pennsylvania's work force
    16     and its achievements on behalf of the economic growth of our

     1     Commonwealth.
     2         (4)  Call for vigilance and increased safety in the
     3     workplace.
     4     (b)  Restrictions.--
     5         (1)  No costs may be incurred with regard to the
     6     observance of Workers' Memorial Day by the Commonwealth, a
     7     political subdivision or an agency or instrumentality of
     8     either.
     9         (2)  Workers' Memorial Day shall be regarded as a secular
    10     or business day. The observance of this day may not be the
    11     subject of a collective bargaining agreement to which the
    12     Commonwealth, a political subdivision or an agency or
    13     instrumentality of either is a party.
    14  Section 2.  Effective date.
    15     This act shall take effect immediately.
