AN ACT
1 Making an appropriation APPROPRIATIONS to the University of the <--
2 Arts, Philadelphia.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 SECTION 1. THE SUM OF $766,000 IS HEREBY APPROPRIATED TO THE <--
6 UNIVERSITY OF THE ARTS, PHILADELPHIA, FOR THE FISCAL YEAR JULY
7 1, 1992, TO JUNE 30, 1993, FOR INSTRUCTION AND STUDENT AID.
8 Section 1 2. The sum of $1,081,000 $1,011,000 is hereby <--
9 appropriated to the University of the Arts, Philadelphia, for
10 the fiscal year July 1, 1993, to June 30, 1994, for instruction
11 and student aid.
12 Section 2. Payments to the University of the Arts on account <--
13 of the appropriation provided in section 1 shall be made by the
14 Secretary of Education in equal quarterly payments.
15 SECTION 3. PAYMENTS TO THE UNIVERSITY OF THE ARTS ON ACCOUNT <--
16 OF THE APPROPRIATION PROVIDED IN:
1 (1) SECTION 1 SHALL BE MADE IN A LUMP SUM BY THE
2 SECRETARY OF EDUCATION.
3 (2) SECTION 2 SHALL BE MADE BY THE SECRETARY OF
4 EDUCATION IN EQUAL QUARTERLY PAYMENTS.
5 Section 3 4. The University of the Arts shall provide full, <--
6 complete and accurate information as may be required by the
7 Department of Education or the majority chairman or the minority
8 chairman of the Appropriations Committee of the Senate or the
9 majority chairman or the minority chairman of the Appropriations
10 Committee of the House of Representatives.
11 Section 4 5. The University of the Arts shall report its <--
12 revenues and expenditures and present its financial statement in
13 accordance with generally accepted accounting principles and
14 procedures for educational institutions as set forth in the
15 "Higher Education Finance Manual (1975)" and the "Commonwealth
16 of Pennsylvania Budget Instructions for the State System of
17 Higher Education, State-Related Universities and Non-State-
18 Related Colleges and Universities."
19 Section 5. This act shall take effect July 1, 1993, or <--
20 immediately, whichever is later.
21 SECTION 6. THE UNIVERSITY OF THE ARTS SHALL REPORT ON FORMS <--
22 PROVIDED BY THE DEPARTMENT OF EDUCATION TO BOTH THE MAJORITY AND
23 MINORITY CHAIRS OF THE SENATE AND HOUSE APPROPRIATIONS
24 COMMITTEES BY SEPTEMBER 30, 1994, ON HOW STATE-APPROPRIATED
25 FUNDS WERE EXPENDED FOR FISCAL YEAR 1993-1994 TO REDUCE THE
26 COSTS TO PENNSYLVANIA-RESIDENT STUDENTS OR TO PROVIDE SERVICES
27 TO PENNSYLVANIA RESIDENTS.
28 SECTION 7. THIS ACT SHALL TAKE EFFECT AS FOLLOWS:
29 (1) SECTIONS 1 AND 3 OF THIS ACT AND THIS SECTION SHALL
30 TAKE EFFECT IMMEDIATELY.

1 (2) THE REMAINDER OF THIS ACT SHALL TAKE EFFECT JULY 1,
2 1993, OR IMMEDIATELY, WHICHEVER IS LATER.
