                                     AN ACT

     1  Making appropriations to the Trustees of the University of
     2     Pennsylvania.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The following sums, or as much thereof as may be
     6  necessary, are hereby appropriated to the Trustees of the
     7  University of Pennsylvania for the fiscal year July 1, 1994, to
     8  June 30, 1995, for the purposes and in the amounts as shown:
     9     (1)  For instruction, excluding Veterinary
    10  Medicine programs and Doctor of Medicine..........   $15,489,000  <--
    11  MEDICINE PROGRAMS AND DOCTOR OF MEDICINE. OF THIS                 <--
    12  APPROPRIATION, $100,000 SHALL BE ALLOCATED TO THE
    13  EDUCATION ADVANCEMENT ALLIANCE FOR A MINORITY
    14  HIGHER EDUCATION ENRICHMENT PROGRAM...............   $15,489,000
    15     (2)  For dental clinics........................       994,000
    16     (3)  For instruction in the Doctor of Medicine
    17  program...........................................     4,280,000

     1     (4)  For instruction in Veterinary Medicine
     2  programs only.....................................     7,456,000
     3     (5)  For the New Bolton Animal Center..........     3,654,000  <--
     4     (5)  FOR THE NEW BOLTON ANIMAL CENTER..........     4,154,000  <--
     5     (6)  For the Center for Animal Health and
     6  Productivity......................................     1,201,000
     7     (7)  For food and animal clinics and services..     1,968,000
     8     Section 2.  Payments to the University of Pennsylvania on
     9  account of the appropriations for the items provided in section
    10  1 shall be made quarterly by the Secretary of Education on the
    11  basis of costs during the fiscal year. THE SECRETARY SHALL NOT    <--
    12  RELEASE MORE THAN THE FIRST QUARTERLY PAYMENT UNTIL SUCH TIME AS
    13  THE TRUSTEES OF THE UNIVERSITY OF PENNSYLVANIA INCLUDE FOUR
    14  MEMBERS APPOINTED BY THE GENERAL ASSEMBLY. THE PRESIDENT PRO
    15  TEMPORE OF THE SENATE, THE MINORITY LEADER OF THE SENATE, THE
    16  SPEAKER OF THE HOUSE OF REPRESENTATIVES AND THE MINORITY LEADER
    17  OF THE HOUSE OF REPRESENTATIVES SHALL EACH, UPON INVITATION BY
    18  THE TRUSTEES, APPOINT A NONELECTED OFFICIAL TO SERVE AS A MEMBER
    19  OF THE BOARD AND THE TERMS OF OFFICE SHALL BE COTERMINOUS WITH
    20  THAT OF THEIR APPOINTING AUTHORITY.
    21     Section 3.  The University of Pennsylvania shall provide
    22  full, complete and accurate information as may be required by
    23  the Department of Education or the chairman or the minority
    24  chairman of the Appropriations Committee of the Senate or the
    25  chairman or the minority chairman of the Appropriations
    26  Committee of the House of Representatives.
    27     Section 4.  The University of Pennsylvania shall report its
    28  revenues and expenditures and present its financial statements
    29  in accordance with generally accepted accounting principles and
    30  procedures for educational institutions as set forth in the

     1  "Higher Education Finance Manual (1975)" and the "Commonwealth
     2  of Pennsylvania Budget Instructions for the State System of
     3  Higher Education, State-Related Universities and Non-State-
     4  Related Colleges and Universities."
     5     Section 5.  The trustees of the University of Pennsylvania
     6  shall report on forms provided by the Department of Education to
     7  both the chairman and minority chairman of the Appropriations
     8  Committee of the Senate and the chairman and minority chairman
     9  of the Appropriations Committee of the House of Representatives
    10  by September 30, 1995, on how State-appropriated funds were
    11  expended for fiscal year 1994-1995 to reduce the costs to
    12  Pennsylvania resident students or to provide services to
    13  Pennsylvania residents.
    14     Section 6.  This act shall take effect July 1, 1994, or
    15  immediately, whichever is later.
