AN ACT
1 Making appropriations to The Medical College of Pennsylvania,
2 East Falls, Philadelphia.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. The sum of $3,290,000 is hereby appropriated to
6 The Medical College of Pennsylvania located in East Falls,
7 Philadelphia, for the fiscal year July 1, 1994, to June 30,
8 1995, for instruction in the Doctor of Medicine program. OF THIS <--
9 APPROPRIATION, $100,000 SHALL BE ALLOCATED TO THE EDUCATION
10 ADVANCEMENT ALLIANCE FOR A MINORITY HIGHER EDUCATION ENRICHMENT
11 PROGRAM.
12 Section 2. The sum of $912,000 is hereby appropriated to The
13 Medical College of Pennsylvania, Philadelphia, for the fiscal
14 year July 1, 1994, to June 30, 1995, for the general maintenance
15 of The Medical College of Pennsylvania, including the School of
16 Allied Health, and student aid.
17 Section 3. Payments to The Medical College of Pennsylvania
1 on account of the appropriations provided in sections 1 and 2
2 shall be made quarterly by the Secretary of Education on the
3 basis of costs during the fiscal year. THE SECRETARY SHALL NOT <--
4 RELEASE MORE THAN THE FIRST QUARTERLY PAYMENT UNTIL SUCH TIME AS
5 THE TRUSTEES OF THE MEDICAL COLLEGE OF PENNSYLVANIA INCLUDE FIVE
6 MEMBERS APPOINTED BY THE GOVERNOR AND THE GENERAL ASSEMBLY. THE
7 GOVERNOR, THE PRESIDENT PRO TEMPORE OF THE SENATE, THE MINORITY
8 LEADER OF THE SENATE, THE SPEAKER OF THE HOUSE OF
9 REPRESENTATIVES AND THE MINORITY LEADER OF THE HOUSE OF
10 REPRESENTATIVES SHALL EACH, UPON INVITATION BY THE TRUSTEES,
11 APPOINT A NONELECTED OFFICIAL TO SERVE AS A MEMBER OF THE BOARD
12 AND THE TERMS OF OFFICE SHALL BE COTERMINOUS WITH THAT OF THEIR
13 APPOINTING AUTHORITY.
14 Section 4. The Medical College of Pennsylvania shall provide
15 full, complete and accurate information as may be required by
16 the Department of Education or the chairman or the minority
17 chairman of the Appropriations Committee of the Senate or the
18 chairman or the minority chairman of the Appropriations
19 Committee of the House of Representatives.
20 Section 5. The Medical College of Pennsylvania shall report
21 its revenues and expenditures and present its financial
22 statements in accordance with generally accepted accounting
23 principles and procedures for educational institutions as set
24 forth in the "Higher Education Finance Manual (1975)" and the
25 "Commonwealth of Pennsylvania Budget Instructions for the State
26 System of Higher Education, State-Related Universities and Non-
27 State-Related Colleges and Universities."
28 Section 6. The trustees of the Medical College of
29 Pennsylvania shall report on forms provided by the Department of
30 Education to both the chairman and minority chairman of the

1 Appropriations Committee of the Senate and the chairman and
2 minority chairman of the Appropriations Committee of the House
3 of Representatives by September 30, 1995, on how State-
4 appropriated funds were expended for fiscal year 1994-1995 to
5 reduce the costs to Pennsylvania resident students or to provide
6 services to Pennsylvania residents.
7 Section 7. This act shall take effect July 1, 1994, or
8 immediately, whichever is later.
