                                     AN ACT

     1  Amending the act of July 3, 1985 (P.L.164, No.45), entitled "An
     2     act relating to the prevention and reduction of premature
     3     death and disability in this Commonwealth; providing for
     4     assistance, coordination and support of the development and
     5     maintenance of a comprehensive emergency medical services
     6     system and for qualifications, eligibility and certification
     7     of emergency medical services personnel and licensing
     8     ambulance services; imposing powers and duties on the
     9     Department of Health; and making repeals," providing
    10     reimbursement for continuing education and training.

    11     The General Assembly of the Commonwealth of Pennsylvania
    12  hereby enacts as follows:
    13     Section 1.  The act of July 3, 1985 (P.L.164, No.45), known
    14  as the Emergency Medical Services Act, is amended by adding a
    15  section to read:
    16  Section 14.1.  Continuing education and training reimbursement.
    17     (a)  Reimbursement for training courses.--The department
    18  shall reimburse paramedics, emergency medical technicians and
    19  health professionals functioning as paramedics or emergency


     1  medical technicians for amounts expended for attendance at
     2  education and training courses necessary to maintain
     3  certification or recertification status as a paramedic or
     4  emergency medical technician in this Commonwealth. Reimbursement
     5  shall be provided for from the Emergency Medical Services
     6  Operating Fund. Annual allowable reimbursement shall not exceed
     7  $750 in any fiscal year per person and may not be carried over
     8  to succeeding years.
     9     (b)  Limitation.--Reimbursement shall be limited to course
    10  fees, book fees and lab fees and shall only apply to those
    11  expenses which have not been paid for from third-party sources.
    12  There shall be no allowable reimbursement for expenses for
    13  transportation, meals, lodging and supplies. Reimbursement is
    14  authorized only for attendance at courses conducted by
    15  instructors or teachers certified by and at courses approved by
    16  the department.
    17     (c)  Certificate of attendance.--Paramedics and emergency
    18  medical technicians or health professionals functioning as
    19  paramedics or emergency medical technicians shall attach to the
    20  reimbursement request a certificate of attendance signed by
    21  their regional medical director. The certificate shall verify
    22  attendance and indicate location, date, material or subject
    23  covered and cost. The certificate shall also state that the
    24  courses have not been paid for by third-party sources and that
    25  attendance is deemed mandatory for maintaining current
    26  certification or recertification status.
    27     Section 2.  This act shall take effect immediately.
