                                     AN ACT

     1  Amending the act of June 25, 1982 (P.L.633, No.181), entitled,
     2     as reenacted, "An act providing for independent oversight and
     3     review of regulations, creating an Independent Regulatory
     4     Review Commission, providing for its powers and duties and
     5     making repeals," requiring analysis of job impacts of
     6     regulations.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 5(a) of the act of June 25, 1982
    10  (P.L.633, No.181), known as the Regulatory Review Act, reenacted
    11  and amended June 30, 1989 (P.L.73, No.19), is amended by adding
    12  a paragraph to read:
    13  Section 5.  Proposed regulation; criteria for review, existing
    14                 regulations.
    15     (a)  For proposed regulations, submitted after the effective
    16  date of this section, at the same time that proposed regulations

     1  and any changes thereto are submitted to the Legislative
     2  Reference Bureau for publication of notice of proposed
     3  rulemaking in the Pennsylvania Bulletin as required by the act
     4  of July 31, 1968 (P.L.769, No.240), referred to as the
     5  Commonwealth Documents Law, the agency proposing the regulation
     6  shall submit a copy of the proposed regulation to the commission
     7  and the designated standing committee of each House of the
     8  General Assembly. The agency proposing the regulation shall hold
     9  a public comment period of at least 30 days, beginning with
    10  publication of the notice of proposed rulemaking in the
    11  Pennsylvania Bulletin. At the same time the agency submits the
    12  proposed regulation, it shall deliver additional information to
    13  the commission and the designated standing committees,
    14  including, but not limited to, the following:

    16         (4.1)  The impact upon existing jobs in the Commonwealth,
    17     the potential to create new employment possibilities and an
    18     estimate of the net effect of the proposed regulation on
    19     total employment in the Commonwealth.

    21     Section 2.  This act shall take effect in 60 days.
