A JOINT RESOLUTION
1 Proposing an amendment to the Constitution of the Commonwealth
2 of Pennsylvania, further providing for charitable,
3 educational and benevolent appropriations.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby resolves as follows:
6 Section 1. The following amendment to the Constitution of
7 Pennsylvania is proposed in accordance with Article XI:
8 That section 29 of Article III be amended to read:
9 § 29. Appropriations for public assistance, military service,
10 scholarships.
11 No appropriation shall be made for charitable, educational or
12 benevolent purposes to any person or community nor to any
13 denominational and sectarian institution, corporation or
14 association: Provided, That appropriations may be made for
15 pensions or gratuities for military service and to blind persons
16 21 years of age and upwards and for assistance to mothers having
17 dependent children and to aged persons without adequate means of
1 support and in the form of scholarship grants or loans for
2 [higher] educational purposes to residents of the Commonwealth
3 enrolled in institutions of [higher] learning except that no
4 scholarship, grants or loans for higher educational purposes
5 shall be given to persons enrolled in a theological seminary or
6 school of theology.
