A RESOLUTION 1 Memorializing the Congress of the United States to continue 2 support and funding for the Delaware Estuary Program. 3 WHEREAS, The National Estuary Program was initiated by the 4 United States Environmental Protection Agency in 1985 and was 5 formalized and expanded as part of the "Water Quality Act of 6 1987" in efforts to formulate comprehensive plans to restore 7 certain significant estuaries in this country; and 8 WHEREAS, The Federal legislation specifically identifies the 9 Delaware estuary as one to which priority consideration should 10 be given; and 11 WHEREAS, The Delaware estuary is a dynamic ecosystem and a 12 resource of great significance to the people of Pennsylvania, 13 New Jersey and Delaware, as well as the nation; and 14 WHEREAS, The Delaware estuary has suffered abuse over a long 15 period, and its condition is of concern to this Commonwealth; 16 and 17 WHEREAS, In response to the joint petition of the Governors
1 of Pennsylvania, New Jersey and Delaware, the United States 2 Environmental Protection Agency established the Delaware Estuary 3 Program to carry out the cooperative planning for, and 4 management of, the Delaware estuary; and 5 WHEREAS, The Commonwealth applauds the attention the estuary 6 has received from the Federal Government and the continuing 7 efforts on behalf of the estuary made by members of the Delaware 8 Estuary Program to identify, preserve and enhance the 9 environmental and economic resources of the estuary and pledges 10 to continue its support of their activities; therefore be it 11 RESOLVED, That the Senate of Pennsylvania memorialize the 12 Congress of the United States to continue existing support and 13 funding for the Delaware Estuary Program and for the 14 governmental departments and agencies participating in the 15 program and respectfully request the Congress of the United 16 States to provide additional Federal funding as needed to insure 17 the continued development and implementation of comprehensive 18 management plans for the estuary; and be it further 19 RESOLVED, That copies of this resolution be transmitted to 20 the presiding officers of each house of Congress, the 21 Administrator of the United States Environmental Protection 22 Agency, the Administrators of Regions II and III thereof and to 23 each member of Congress from Pennsylvania.
