                                     AN ACT

     1  Making an appropriation to the Beacon Lodge Camp.

     2     The General Assembly of the Commonwealth of Pennsylvania
     3  hereby enacts as follows:
     4     Section 1.  The sum of $77,000 is hereby appropriated to the
     5  Beacon Lodge Camp for the fiscal year July 1, 1992, to June 30,
     6  1993, for services to the blind.
     7     Section 2.  Payments to the Beacon Lodge Camp on account of
     8  the appropriation provided in section 1 shall be made by the
     9  Secretary of Public Welfare in equal quarterly payments.
    10     Section 3.  The Beacon Lodge Camp shall provide full,
    11  complete and accurate information as may be required by the
    12  Department of Public Welfare or the Majority Chairman or the
    13  Minority Chairman of the Appropriations Committee of the Senate
    14  or the Majority Chairman or the Minority Chairman of the
    15  Appropriations Committee of the House of Representatives.
    16     Section 4.  No funds from an appropriation made by this act
    17  shall be made available for expenditure after October 1, 1992,

     1  unless a good faith effort, as prescribed by the Department of
     2  Public Welfare, has been made to hire welfare clients for new
     3  jobs created as a result of the State appropriations. No
     4  existing employees or employees on unemployment compensation are
     5  to be displaced by this effort. A report detailing these efforts
     6  is to be submitted to the Department of Public Welfare by
     7  September 15, 1992. The Department of Public Welfare shall give
     8  written notification of compliance to the State Treasurer.
     9     Section 5.  This act shall take effect July 1, 1992, or
    10  immediately, whichever is later.
