        AS RE-REPORTED FROM COMMITTEE ON APPROPRIATIONS, HOUSE OF
           REPRESENTATIVES, AS AMENDED, JULY 25, 1991

                                     AN ACT

     1  Making an appropriation to the Philadelphia College of
     2     Osteopathic Medicine, Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The sum of $4,205,000 $5,607,000 is hereby         <--
     6  appropriated to the Philadelphia College of Osteopathic
     7  Medicine, Philadelphia, for the fiscal year July 1, 1991, to
     8  June 30, 1992, for instruction in the Doctor of Osteopathy
     9  program. The final payment totaling no less than 25% of this      <--
    10  appropriation is contingent on the Secretary of Education
    11  certifying to the General Assembly that the Philadelphia College
    12  of Osteopathic Medicine has fully cooperated in the Department
    13  of Education's efforts to fulfill the requirements of the higher
    14  education accountability appropriation to the Department of
    15  Education.
    16     Section 2.  Payments to the Philadelphia College of
    17  Osteopathic Medicine on account of the appropriation provided in

     1  section 1 shall be made quarterly by the Secretary of Education
     2  on the basis of costs during the fiscal year.
     3     Section 3.  The Philadelphia College of Osteopathic Medicine
     4  shall provide full, complete and accurate information as may be
     5  required by the Department of Education or the Majority Chairman
     6  or the Minority Chairman of the Appropriations Committee of the
     7  Senate or the Majority Chairman or the Minority Chairman of the
     8  Appropriations Committee of the House of Representatives.
     9     Section 4.  The Philadelphia College of Osteopathic Medicine
    10  shall report its revenues and expenditures and present its
    11  financial statements in accordance with generally accepted
    12  accounting principles and procedures for educational
    13  institutions as set forth in the "Higher Education Finance
    14  Manual (1975)" and the "Commonwealth of Pennsylvania Budget
    15  Instructions for the State System of Higher Education, State-
    16  Related Universities and Non-State-Related Colleges and
    17  Universities."
    18     Section 5.  This act shall take effect July 1, 1991, or
    19  immediately, whichever is later.
