AN ACT
1 Making appropriations to the Trustees of the University of
2 Pennsylvania.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. (a) The following sums, or as much thereof as <--
6 may be necessary, are hereby appropriated to the Trustees of the
7 University of Pennsylvania for the fiscal year July 1, 1991, to
8 June 30, 1992, for the purposes and in the amounts as shown:
9 (1) For instruction, excluding Veterinary <--
10 Medicine programs and Doctor of Medicine.......... $12,475,000
11 (2) For dental clinics........................ 800,000
12 (3) For instruction in the Doctor of Medicine
13 program........................................... 3,447,000
14 (1) FOR INSTRUCTION, EXCLUDING VETERINARY <--
15 MEDICINE PROGRAMS AND DOCTOR OF MEDICINE.......... $16,633,000
16 (2) FOR DENTAL CLINICS........................ 1,067,000
17 (3) FOR INSTRUCTION IN THE DOCTOR OF MEDICINE
1 PROGRAM........................................... 4,596,000
2 (4) For instruction in Veterinary Medicine

4 (5) For the New Bolton Animal Center.......... 3,924,000
5 (6) For the Center for Animal Health and

8 (b) The final payment totaling no less than 25% of the <--
9 appropriation in subsection (a)(1) is contingent on the
10 Secretary of Education certifying to the General Assembly that
11 the University of Pennsylvania has fully cooperated in the
12 Department of Education's efforts to fulfill the requirements of
13 the higher education accountability appropriation to the
14 Department of Education.
15 Section 2. Payments to the University of Pennsylvania on
16 account of the appropriations for the items provided in section
17 1 shall be made quarterly by the Secretary of Education on the
18 basis of costs during the fiscal year.
19 Section 3. The University of Pennsylvania shall provide
20 full, complete and accurate information as may be required by
21 the Department of Education or the Majority Chairman or the
22 Minority Chairman of the Appropriations Committee of the Senate
23 or the Majority Chairman or the Minority Chairman of the
24 Appropriations Committee of the House of Representatives.
25 Section 4. The University of Pennsylvania shall report its
26 revenues and expenditures and present its financial statements
27 in accordance with generally accepted accounting principles and
28 procedures for educational institutions as set forth in the
29 "Higher Education Finance Manual (1975)" and the "Commonwealth
30 of Pennsylvania Budget Instructions for the State System of

1 Higher Education, State-Related Universities and Non-State-
2 Related Colleges and Universities."
3 Section 5. This act shall take effect July 1, 1991, or
4 immediately, whichever is later.
