                                     AN ACT

     1  Making appropriations from the Tax Stabilization Reserve Fund
     2     for the fiscal year 1990-1991.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  Pursuant to the provisions of section 205 of the
     6  act of July 1, 1985 (P.L.120, No.32), entitled "An act creating
     7  a special fund in the Treasury Department for use in attracting
     8  major industry into this Commonwealth; establishing a procedure
     9  for the appropriation and use of moneys in the fund;
    10  establishing the Tax Stabilization Reserve Fund; and providing
    11  for expenditures from such account," the sums set forth in this
    12  act, or as much thereof as may be necessary, are hereby
    13  specifically appropriated from the Tax Stabilization Reserve
    14  Fund to the hereinafter named departments of the Executive
    15  Department for the fiscal year July 1, 1990, to June 30, 1991,
    16  to provide for the continuation of human services programs which
    17  are in need of additional funding.


     1     Section 2.  The following sum is appropriated to the
     2  Department of Education:
     3     For payments to intermediate units
     4  on account of special education of
     5  exceptional children in public
     6  schools.
     7             State appropriation........               $20,200,000
     8     Section 3.  The following sums are appropriated to the
     9  Department of Public Welfare:
    10     For medical assistance payments -
    11  outpatient services, exclusive of
    12  outpatient services provided through
    13  capitation plans.
    14             State appropriation........                $5,443,000
    15     For medical assistance payments -
    16  inpatient services, exclusive of
    17  services provided through capitation
    18  plans.
    19             State appropriation........                76,157,000
    20     For medical assistance - capitation
    21  plans - For provision of outpatient
    22  services and inpatient hospital
    23  services to eligible persons enrolled
    24  in an approved capitation plan.
    25             State appropriation........                32,000,000
    26     Section 4.  This act shall take effect immediately.
