                                     AN ACT

     1  Amending the act of June 3, 1937 (P.L.1333, No.320), entitled
     2     "An act concerning elections, including general, municipal,
     3     special and primary elections, the nomination of candidates,
     4     primary and election expenses and election contests; creating
     5     and defining membership of county boards of elections;
     6     imposing duties upon the Secretary of the Commonwealth,
     7     courts, county boards of elections, county commissioners;
     8     imposing penalties for violation of the act, and codifying,
     9     revising and consolidating the laws relating thereto; and
    10     repealing certain acts and parts of acts relating to
    11     elections," requiring additional registration information
    12     from political action committees.

    13     The General Assembly of the Commonwealth of Pennsylvania
    14  hereby enacts as follows:
    15     Section 1.  Section 1624 of the act of June 3, 1937
    16  (P.L.1333, No.320), known as the Pennsylvania Election Code, is
    17  amended by adding a subsection to read:
    18     Section 1624.  Registration.--
    19     * * *
    20     (e)  (1)  Political action committees required to file
    21  registration statements with the Secretary of the Commonwealth

     1  shall include on their registration statements information,
     2  satisfactory to the Secretary of the Commonwealth, which is
     3  sufficient to identify the nature and interest of the committee,
     4  including a description of any industry, trade, profession,
     5  labor organization or other group with a common economic or
     6  other interest which the committee principally represents or
     7  from which its membership or financial support is principally
     8  derived. It shall be the duty of the Secretary of the
     9  Commonwealth to:
    10     (i)  examine such information in order to assure that it
    11  adequately describes the nature and interest of the committee;
    12     (ii)  inform political action committees of their duty to
    13  file or amend existing registration statements to comply with
    14  the requirements of this subsection;
    15     (iii)  prepare, by January 31 of each year, a list containing
    16  the name and description of each political action committee with
    17  a registration statement on file with the Secretary of the
    18  Commonwealth during the preceding calendar year; and
    19     (iv)  provide each county board of elections with such list
    20  which shall be open to public inspection and copying at the
    21  Department of State and at each county board of elections.
    22     (2)  This subsection shall apply to any political action
    23  committees making contributions to political committees or
    24  independent expenditures after the effective date of this
    25  subsection.
    26     Section 2.  This act shall take effect in 60 days.
