                                  A RESOLUTION

     1  Requesting the Pennsylvania Game Commission to direct immediate
     2     attention to relieving the effects of deer overpopulation on
     3     the Commonwealth's growing crops, timber and horticultural
     4     resources, to execute a deer "hot-spot" management plan in
     5     six months, and to periodically report the success of this
     6     action to the House Game and Fisheries Committee.

     7     WHEREAS, There has been increasingly extensive damage and
     8  destruction of crop and timber resources due to deer
     9  overpopulation in Pennsylvania farm lands and forests; and
    10     WHEREAS, A recent survey by Pennsylvania Farmer magazine
    11  estimates the annual farm losses from deer overpopulation to be
    12  $100,000,000 and the full impact on Pennsylvania's economy to be
    13  more than $500,000,000 annually; and
    14     WHEREAS, A recent estimate by the United States Department of
    15  Agriculture places the amount of forest damage in Pennsylvania
    16  from deer overpopulation at approximately $200,000,000 annually;
    17  and


     1     WHEREAS, The Pennsylvania Game Commission, under sections 541
     2  and 2121 of Title 34 (Game) of the Pennsylvania Consolidated
     3  Statutes, is mandated to manage the deer herd; therefore be it
     4     RESOLVED, That the Pennsylvania Game Commission develop a
     5  deer management plan that addresses the problem of deer crop
     6  damage in site-specific, "hot-spot" crop damage areas to curb
     7  any serious negative impact the deer may create on the farming
     8  and timber industries; and be it further
     9     RESOLVED, That the deer management plan be in operation
    10  within six months, and that it be executed with the concurrence
    11  and cooperation of both farmers and leading sportsmen's groups;
    12  and be it further
    13     RESOLVED, That the Pennsylvania Game Commission report the
    14  results of its deer management plan to the House Game and
    15  Fisheries Committee no later than September 30 of each year
    16  following the adoption date of this resolution.
