HOUSE RESOLUTION

No. 147 Session of 1989


        INTRODUCED BY LANGTRY, BISHOP, HECKLER, GEIST, FLICK, ADOLPH,
           TANGRETTI, GODSHALL, JOHNSON, CARLSON, McVERRY, HERSHEY,
           MOWERY, D. F. CLARK, WOGAN, SCHEETZ, BUNT, CIVERA AND
           O'BRIEN, JUNE 13, 1989

        REFERRED TO COMMITTEE ON RULES, JUNE 13, 1989

                                  A RESOLUTION

     1  Memorializing Congress to establish a procedure for the conduct
     2     of Constitutional Conventions limited to consideration of
     3     amendments relating to specific identified issues.

     4     WHEREAS, One of the methods of proposing amendments to the
     5  Constitution of the United States, as provided in Article V
     6  thereof, is for Congress to call a convention on the application
     7  of the legislatures of two-thirds of the several states; and
     8     WHEREAS, Every legal precaution should be taken in an effort
     9  to deter the prospect of runaway Constitutional Conventions
    10  which could present a serious threat to orderly constitutional
    11  change; and
    12     WHEREAS, A procedure should be established for the calling of
    13  Constitutional Conventions at which the convention would be
    14  limited to consideration of amendments relating to the issue or
    15  problem that motivated two-thirds of the state legislatures to
    16  apply for a convention; therefore be it
    17     RESOLVED, That the House of Representatives of the


     1  Commonwealth of Pennsylvania memorialize the Congress of the
     2  United States to establish procedures for the conduct of
     3  Constitutional Conventions limited to those amendments relating
     4  to the issue or problem that motivated two-thirds of the state
     5  legislatures to call for a convention; and be it further
     6     RESOLVED, That copies of this resolution be transmitted to
     7  the presiding officers of each house of Congress and to each
     8  member of Congress from Pennsylvania.
